g. Flextime - The ETC will encourage tenants to allow employees to <br />commute other than during the peak commute periods by adjusting <br />work schedules, if possible. Tenants will also be encouraged <br />to allow employees to adjust their work hours to fit the <br />schedule of buses, vanpools, and carpools to participate in the <br />trip reduction program. <br />h. Bicycle and Pedestrian Facilities - Bicycle parking facilities <br />must be provided. The location of the racks must be shown on <br />the detailed site plans and streetscape plan submitted for <br />building permits. The building owner shall encourage <br />installation of showers by tenants to encourage employees to <br />walk, run or bicycle to work. <br />i. Rideshare Information - The building owner must provide <br />carpool, vanpool and transit information in the main floor <br />lobbies in the building. <br />Implementation: Prior to issuance of the first occupancy permits <br />for the office/retail building, the building owner must submit a <br />detailed TDM plan to the Public Works Department, which shows how <br />the elements required above will be implemented. <br />The following tasks must also be performed prior to occupancy: <br />a. The purchase and set up of the computer and software for <br />ridematching. <br />b. Distribution of ridematch forms to employees who will be <br />working in Colby Square. <br />c. Distribution of resulting match lists to potential <br />participants. <br />d. Formation of carpools and vanpools that would begin at <br />occupancy. <br />The remainder of the program must be implemented at occupancy of <br />the building. <br />Monitoring and adjusting the TDM Plan: The ETC must submit an <br />annual report to the City of Everett Public Works Department. <br />This report must analyze the effectiveness of the TDM plan in <br />meeting the goals of SSHB 1671, 1991 Legislature: 15% reduction <br />in proportion of (SOVs) by 1995, 25% reduction in proportion of <br />SOV's by 1997, and 35% reduction in proportion of SOVs by 1999. <br />The report must include information regarding the total number of <br />employees at Colby Square, commute mode, parking utilization, and <br />the proportion of SOV commute trips as compared to the total <br />number of commute trips. If the TDM plan does not achieve its <br />projected goals, additional measures must be implemented. These <br />11 <br />
