sidewalk south of the theater must be extended to the south as <br />shown on the approved site plan (Exhibit 1). <br />Upon establishing bank drive-throughs in the north -south alley, <br />through motor vehicle access shall be eliminated in the existing <br />alley from California Street to the new east -west alley. <br />3. If the north -south alley is vacated, an easement must be provided <br />to the City for public pedestrian access from California Street to <br />Everett Avenue. <br />4. Frontage Improvements - A frontage improvement and streetscape <br />plan must be reviewed and approved by the City prior to issuance <br />of grading or building permits. If the project is phased, a <br />conceptual plan must be submitted for the entire site, with a <br />consistent detailed plan for the phase which is proceeding. <br />The project frontage on Colby Avenue, Wetmore Avenue, Everett <br />Avenue, California Street, and the alley must be improved. <br />The frontage design must minimize the pedestrian crossing distance <br />at the alley on Everett Avenue. <br />The Wetmore Avenue frontage shall be improved to include an 8 foot <br />)� wide load/unload zone protected by curb extensions at Everett <br />Avenue and the newly dedicated alley. The pedestrian furniture, <br />including street light and traffic signal placement, must provide <br />adequate sidewalk area for pedestrians. <br />5. Special pavings and/or signage must be provided at all pedestrian <br />crossings to improve safety where vehicular/pedestrian conflicts <br />occur. These must be shown on the streetscape plan and frontage <br />improvement plan submitted to Public Works and Planning as part of <br />the phasing plan. These plans must be reviewed and approved prior <br />to the issuance of permits for the specific phase. <br />6. Public Works must approve the design of parking garage access, <br />loading bays, and the bank drive-throughs. Evaluation criteria <br />will include traffic and pedestrian safety. <br />7. To minimize conflicts between delivery trucks and vehicles using <br />the drive -through bank facility, major truck access to the site <br />must be restricted by the building owner(s) to non -banking hours. <br />8. Access to the site for fire protection vehicles must be approved <br />by the Fire Marshal prior to the issuance of any permits. Access <br />must be shown on the frontage plans submitted to the Public Works <br />Department. Access for fire protection vehicles to the site may <br />be provided by constructing a pumping mechanism on Wetmore Avenue <br />with a connected horizontal standpipe extending into the interior <br />of the site, in which case fire vehicles will not need to have <br />interior site access.
