N. PUBLIC SERVICES AND UTILITIES (SEPA Public Services and Utilities <br />Policies) <br />1. The Applicant must collaborate with the City Department of Public <br />Works to develop a sewer main relocation plan that causes minimal <br />disruption of services. The Applicant must also work with other <br />utility operators to develop a utilities relocation plan that <br />causes minimal disruptions of their services and temporary closure <br />of public rights -of -way. The Applicant will be responsible for <br />notifying affected owners and tenants of any potential service <br />disruptions. <br />2. The Applicant must submit a utility relocation plan. The plan <br />must be reviewed and approved by the City prior to the issuance of <br />any permits which allow disruption of services. <br />3. The Applicant must pay special charges for connections to the City <br />of Everett's water and sewer systems in accordance with Ordinance <br />1171-85 (Section 7A). <br />4. The Applicant must construct an on -site water system that meets <br />the fire flow requirements of the Fire Marshal and the Public <br />Works Department. A pump and potential tank is required for the <br />north tower. <br />5. All existing sewers must be kept in service at all times. This <br />may require the use of a temporary sewer by -•pass pump or other <br />similar measures. Damage to existing sewers shall be repaired by <br />the contractor to a condition equal to or better than their <br />condition prior to the damage. <br />6. The City strongly encourages the recycling, reusing and/or <br />salvaging demolition and construction debris. Recycling should be <br />performed using one of the firms listed in the Department of <br />Ecology's "Construction Debris Recycling Resource Guide", unless <br />recycling capacity is not available. <br />7. Compactors should be used to store disposable wastes generated <br />from the project after construction. <br />B. The City strongly encourages the Building Owner to establish an <br />active recycling program for all tenants in the Colby Square <br />project. Space should be provided in the refuse area for <br />recyclables. <br />i <br />This Document incorporates all of the conditions and mitigating <br />( measures that the City of Everett has determined it will impose under <br />its SEPA substantive authority on the Colby Square proposal.
