3. WhE.re possible, electric -powered equipment must be used during <br />construction. <br />D. ENERGY (Post Construction Impacts) (SEPA Energy and Natural <br />Resources Policies) <br />1. The proposed action must conform to all requirements of the <br />Washington State Energy Code. <br />2. The Applicant will actively participate in the Snohomish County <br />Public Utility District's "Energy Smart Design" program for using <br />cost-effective measures to reduce overall energy use. <br />E. ENVIRONMENTAL HEALTH: NOISE (SEPA Environmental Health Policies) <br />1. All construction activities must be in conformance with the City <br />of Everett Noise Ordinance, EMC Chapter 20.08. This precludes the <br />operation of loud construction equipment between the hours of ten <br />p.m. and seven a.m. on weekdays and six p.m. and eight a.m. on <br />Saturdays, Sundays and state -recognized holidays. <br />2. Where possible, construction noise and vibration impacts must be <br />reduced by the shielding of noisy equipment and the use of <br />electric, rather than diesel equipment. Construction equipment <br />must not be left idling when not in use. <br />F. ENVIRONMENTAL HEALTH: RELEASES TO THE ENVIRONMENT (SEPA <br />Environmental Health Policies) <br />1. Site remediation must be undertaken to remove soils contaminants <br />in accordance with the State Department of Ecology Model Toxics <br />Control Act. If off -site soils are determined to require <br />remediation due to activities which occurred on this site, it will <br />be the Applicant's responsibility (in the first instance) to bear <br />the cost of disposal and/or remediation. <br />2. All underground storage tanks (UST's) must be removed and disposed <br />of, with the work performed by a .licensed tank removal contractor <br />who will be directed by a professional licensed as an UST site <br />assessor by the State Department of Ecology. Soils must be tested <br />at time of tank removal. If contamination is above Model Toxics <br />Control Act cleanup levels, the contaminated soils must be removed <br />and disposed of in an approved land fill, or the soils must be <br />remediated. <br />3. A complete asbestos containing material (ACM) survey must be <br />conducted on the building areas prior to demolition. All 11 <br />identified ACM must be removed and disposed of in accordance with <br />applicable Federal, state and local regulations. All 1 <br />5 <br />
