To <br /> the norca, xithin the building, the space is vacant. The use of the <br /> building directly north and adjacent to the subject property is a <br /> religious reading room. South of the proposed site, xithin the <br /> building, is a stock brokerage firm. In Lhe building south of the <br /> sub�ect property is a florist. Located east of the building are various <br /> commercial autlets and weat of the building are governmental <br /> administration offices for the State of Washington. On the :3econd floor <br /> of the building on the sub�ect property are governmental administration <br /> offices. In the bas�ent is the interim library building for the City <br /> of Everett. Most of the surrounding uses are not commercial uses. <br /> 7. The Everett Zoning Code (EZC) sets forth Use-Standard Tables for B-3 <br /> zoned propertiea. On page 22-02 of the EZC it is set forth that reviex <br /> procesa III-B is required if gover�ental admiaistrative offices are <br /> propoaed an [he ground flcor of street levels indicated on Map A28.6. <br /> The sLbject property is depicted on Map li28.6 as a Pedestrian Oriented <br /> Street Fron[age and Retail Office Core and, thus, [he procedures of <br /> III-B are required for review. The procedures for III-H review are set <br /> forth in Chapter 41. Included in this chapter are provisions for review <br /> of Special Property Uae Permits as set forth in E2C 41.]SO.C�D. <br /> 8. The Clty of Everett's Planning Commission has recently revieved the <br /> Zoning Cade of the City. They reco�ended ta the City Council that the <br /> provisione of Note 6 of Page 22-02 should be deleted. Such a deletion <br /> xould eliminate the neceseity of the Applicant ta obtain a Special <br /> Property Uae Permit. However, the recommendation of the City Planning <br /> Co�ission is yet to be adopted and, therefore, review of the proposal <br /> is made purauant to the Special Property Use criteria. I <br /> 9. EZC 41.750.0 sets forth the general evaluation criteria for Special I <br /> Property Use Permits within the City of Everett. These include: <br /> A. The need of the neighborhood, district, or City far propoaed <br /> apecial property use. ' <br /> B. The adequacy of streets, utilitiea, and puhlic services required <br /> to aerve a proposed use. <br /> C. The impact of traffic generated by the proposed use on the � <br /> sucrounding area, pedestrian circulation, and public safety; and <br /> [he ability of the proponent to mitigate such potential impacts. <br /> D. The provision of adeq�ate off-street parking, on-site circulation, <br /> and aite access. <br /> E.
