The City submitted that becauae the B-3 Government Service Area is ia <br /> the Central City Area, high priority and focua for new development, <br /> redevelopment, and activity centers for the City ahould be encouraged. <br /> According to the City, because the Central City Area is the <br /> governmental, financial, and profesaional cen[er for Snohomish Couaty, <br /> it ahould continue to be the site for gover�ent officea. <br /> 25. The site, because of its close proximity to the downtocm area, has eaey <br /> access for transportation. Public transit is available on nearby <br /> stteeta. <br /> 26. The Multiple-Family Area Policy in which the sub�ect property is <br /> included as a designation under the General Plan, doee allow <br /> professional offices such as medical doctors, dentista, psychiatriste, <br /> lawyers, and other professional activitiea. The City suhmitted tha[ <br /> government uaea are eot allowed without a Special Praperty Use Permit. <br /> 27. The City suhnitted that there has been no demonstration that the use of <br /> the sub�ect property for the Social Security offices will be harmful to <br /> the downtown core. The City also su�itted that there has been no <br /> demonstration that the site can o£fer superior servicea outslde the B-3 <br /> Government Service Area. <br /> 28. The Planning Department submitted a recommendation of denial of the �'� <br /> request. <br />
