At the public hearing a �ritnesa, Robert Trosvig, testified to be an <br /> owner of property south of the subject property. He su6mitted tha� <br /> because of the excesaive parking and increased traffic, the City should <br /> coneider denying the Special Property Uae Pe�mit. Further, he su�itted <br /> that the lang term use of the property should be coneidered before <br /> granting a Special Property Use Pezmit. <br /> 32. The Applicant testified that the term of the lease will be for ten <br /> yeara. Approximately 75x of the building wlll be used for social <br /> aecurity purposes. <br /> CONCLUSIONS <br /> 1. The application ia for the approval of a Special Property Uae Permit to <br /> locate a government service outside the Gover�nent Service Area within a <br /> B-3 zoned dietrict. The property ia located at 3202 Colby Avenue, <br /> Everett, Washiugton. It is zoned R-5 (C-0). <br /> 2. EZC 41.150.D(1)A requires a Special Property Use Permit in order to <br /> locate a goveraaent service outside the Gover�ent Service Area in a B-3 <br /> zoned district. <br /> 3. In order for a Special Property Use Permit to be granted wi[h the City <br /> of Everett, the criteria as set forth in EZC 41.150.A-J muat be <br /> satisfied. Those criteria have been identified and addreased in the <br /> findinga. <br /> 4. There is a need for the propoaed Special Property Uae Permit. Phe easy <br /> accessibility of the site for the elderly who use the social security <br /> service creates the need. <br /> 5. The streets, utilitiea, and public services required to serve the <br /> proposed site are adequate. <br /> 6. The impact of traffic generated by the proposed use on the surrounding <br /> area, the pedestrian circulation and public safety, and the ability of <br /> the Appllcant to mitigate the potential impacts will exiat. With <br /> improvements to the site for pedestrian circulation, the impacts Erom <br /> traffic and parking are minimal. <br />
