2. A traffic impact mitigation fee per the City's Interim Traffic Mitigation Ordinance of <br /> 519,680 is to be paid by the proponent prior to issuance of the building permit unless a <br /> traffic study is submitted and approved by the city traffic engineer. (SEPA Transportation <br /> Policies) <br /> 3. In order to minimize erosion, any spoil piles must be covered with plastic sheeting or other <br /> inpen�ious covering staked to the ground or anchored with rocks or sandbags. Berms, <br /> earthen or otherwise, should be constructed at the perimeter of excavated areas to prevent <br /> adjacent site runoff from entering the excavations. (SEPA Earth and Water Policies) <br /> The lead agency for this proposal has determined that it does not have a probable significant <br /> adverse impact on the environment. An Environmental Impact Statement is not required under <br /> RCW 43.21C.030(2)(c). This determination assumes compliance with State law and City <br /> ordinances related to general environmental protection including but not limited to right-of-way <br /> improvement requirements, drainage, etc. This decision was made after review of a completed <br /> envitonmental checklist and o:her information on file with the lead agency. This information is <br /> available to the public on request. This Mitigated Determination of Non-Significance is <br /> specifically conditioned on compliance with the conditions attached hereto which are incorporated <br /> by reference as if fully set forth herein. <br /> This MDNS is issued under 197-11-340(2); the lead agency will not act on this proposal for 15 <br /> days from the date below.
