4 <br /> 5 <br /> Meetings: The Council shall meet monthly. Council meetings are open to members but <br /> members shall not have voting privileges. Full membership meetings will be held yearly in <br /> the month of November. General meetings can be held more frequently as the need <br /> dictates. <br /> Decision making responsibilities: The Council shall be responsible for, policy <br /> development, hiring and firing personnel_ grievances, fund raising decisions, annual budget <br /> and coordinating club activities with the paid Program Manager. <br /> The paid Program Manager shall be responsible for coordinating the club on and off the <br /> water for all rowing groups. He/she will be responsible to the Council and will attend all <br /> Council and membership meetings. The program-manager shall have a job description <br /> approved by the council, have a signed contract with ERA and will be paid a salary agreed <br /> upon by the Council. <br /> Membership: Membership may bring up issues of concern at monthly Council meetings or <br /> submit in writing to the Council by mailing to the PO box address or in the boathouse mail <br /> slot. !\'IPiilharCtl�r, shall have the final <br /> of .- _ <br /> ip final approval policy change and elections. <br /> Grievance Process: When an ERA member or group of members feels the need to have an <br /> issue cettlPd and that iss-e is not addressed the - - t__ - , <br /> > not aunt esscd in existing rules, guidelines, or bylaws <br /> then a grievance may be filed with the Chairperson of ERA_ This grievance must-be in <br /> written form and also must be signed by those filing the grievance. The Chairperson will <br /> then review the grievance_ If the problem can be solved within existing organizational <br /> rules and guidelines, the Chairperson will inform the parties involved of the decision or <br /> ruling that has been made based on existing rules, regulations, or guidelines. If the <br /> grievance involves an area not addressed in club guidelines, then the Chairperson will <br /> notify the members of the Council who may in turn call for a formal hearing or render <br /> appropriate rulings and remedies. Ail parties involved will be informed of the decision by <br /> the Council. Any member of the Council may designate a proxy to act in his/her place for <br /> a specific instance should the need arise_ <br /> Official Forms: <br /> -Private Equipment Contract <br /> _Membership Application <br /> Everett Rowing Association Certification Form <br /> -Everett Rowing Waiver/release form <br /> -Accident report for insurance <br /> -Accident report for Everett Parks and Recreation <br /> Key Holders: <br /> -Keys are issued on the basis of the following priority: Chairperson, Program Manager, <br /> Asst_ Manager, Rigger, Designated Coaches, Boathouse Managers, and <br /> privateboaowners. Any key holding ERA member who is in charge of coached or open <br /> rows must have a current CPR and First Aid Certification. <br /> 8 <br />
