8 <br /> MEMORANDUM OF AGREEMENT FOR INTERGOVERNMENTAL <br /> COOPERATION BETWEEN THE CENTRAL PUGET SOUND REGIONAL <br /> TRANSIT AUTHORITY AND CITY OF EVERETT <br /> FOR THE NORTH EVERETT TRANSIT CENTER <br /> This MEMORANDUM OF AGREEMENT(hereinafter referred to as"Agreement"), <br /> dated this day of , 2004, is made by and between the Central Puget <br /> Sound Regional Transit Authority, (hereinafter referred to as"Sound Transit"), and the <br /> City of Everett(hereinafter referred to as the"City"). Throughout this Agreement, Sound <br /> Transit and the City shall hereinafter be referred to collectively as the "Parties." <br /> 1. RECITALS <br /> WHEREAS, Sound Transit is a duly organized regional transit authority existing <br /> under chapters 81.104 and 81.112 RCW and has all powers necessary to <br /> implement a high capacity transportation ("HCT") system; and <br /> WHEREAS,the City operates the existing on-street transit center in the vicinity of <br /> the Everett Community College (the"College") at Tower Street and Waverly <br /> Street, providing service under the authority of chapter 35.92 RCW; and <br /> WHEREAS, on November 5, 1996, Central Puget Sound area voters approved <br /> local funding for Sound Move, Sound Transit's ten-year regional transit plan. The <br /> plan includes three new types of regional transportation - Link light rail, Sounder <br /> commuter rail, and ST Express bus service—that will be integrated with local <br /> transit services and use an integrated, regional fare structure; and <br /> WHEREAS,Sound Move calls for the construction of a permanent off-street <br /> transit center in the vicinity of the College that can accommodate Everett Transit <br /> buses (the "Project" or the "North Everett Transit Center"). The Project will <br /> include passenger transfer facilities, layover bays, staging areas and access to <br /> coach operator amenities. <br /> WHEREAS, the City provides public transportation services in the greater City of <br /> Everett area and desires to improve the existing transit hub in the vicinity of the <br /> College to better serve the community and foster connections between regional <br /> and local transit services; and <br /> WHEREAS,the success of ST Express, Everett Transit, and Community Transit <br /> bus service within the City requires close cooperation for the provision of <br /> coordinated services to transit customers; and <br /> 1 <br />
