8 WHEREAS,the City is responsible for administering state and local land use laws and development regulations that will apply to the development of the Project; and WHEREAS,the Sound Transit Executive Board, in its meeting on November 6, 2003, directed Sound Transit staff to negotiate an agreement with the City of Everett committing a maximum of one million four hundred fifty-two thousand four hundred dollars ($1,452,400) toward grant match and for land acquisition for the North Everett Transit Center project. NOW THEREFORE, in consideration of the mutual promises and covenants herein, it is mutually agreed as follows. 2. PURPOSE OF AGREEMENT The purpose of this Agreement is to establish the Parties' obligations with respect to the study, planning, design,property acquisition, and construction of the North Everett Transit Center. 3. GOALS AND PRINCIPLES 3.1 Goals The Parties have the following common goals for the Project: • To improve mobility by supporting transit in the North Everett area. • To construct a transit center to improve connections to a variety of modes of travel. • To design an attractive facility that operates efficiently, helps to improve the speed and reliability of transit services, and is maintainable at relatively low cost because of durable, high quality, affordable design and construction. 3.2 Principles The City commits to be guided by the following principles in the development of the Project: • To expedite reviews and approvals to the extent allowed by law to help complete environmental processes, identify mitigation expectations, confirm feasibility of the Project, establish a budget, complete design, secure all required permits and build the Project as outlined in this Agreement. • To conduct a public involvement process in the development and implementation of the Project. 2 -` 6
