8 <br /> WHEREAS,the City is responsible for administering state and local land use laws <br /> and development regulations that will apply to the development of the Project; <br /> and <br /> WHEREAS,the Sound Transit Executive Board, in its meeting on November 6, <br /> 2003, directed Sound Transit staff to negotiate an agreement with the City of <br /> Everett committing a maximum of one million four hundred fifty-two thousand <br /> four hundred dollars ($1,452,400) toward grant match and for land acquisition for <br /> the North Everett Transit Center project. <br /> NOW THEREFORE, in consideration of the mutual promises and covenants <br /> herein, it is mutually agreed as follows. <br /> 2. PURPOSE OF AGREEMENT <br /> The purpose of this Agreement is to establish the Parties' obligations with respect <br /> to the study, planning, design,property acquisition, and construction of the North <br /> Everett Transit Center. <br /> 3. GOALS AND PRINCIPLES <br /> 3.1 Goals <br /> The Parties have the following common goals for the Project: <br /> • To improve mobility by supporting transit in the North Everett area. <br /> • To construct a transit center to improve connections to a variety of modes <br /> of travel. <br /> • To design an attractive facility that operates efficiently, helps to improve <br /> the speed and reliability of transit services, and is maintainable at <br /> relatively low cost because of durable, high quality, affordable design and <br /> construction. <br /> 3.2 Principles <br /> The City commits to be guided by the following principles in the development of <br /> the Project: <br /> • To expedite reviews and approvals to the extent allowed by law to help <br /> complete environmental processes, identify mitigation expectations, <br /> confirm feasibility of the Project, establish a budget, complete design, <br /> secure all required permits and build the Project as outlined in this <br /> Agreement. <br /> • To conduct a public involvement process in the development and <br /> implementation of the Project. <br /> 2 <br /> -` 6 <br />
