8 <br /> • To build a Project that will provide the North Everett area with facility <br /> improvements to improve regional mobility. <br /> • To design and implement accessible and efficient facilities and services, <br /> intermodal bus transfer facilities and related customer amenities. <br /> • To develop a facility that fits within the character and architecture of the <br /> adjacent area. <br /> • To complete the Project within the City-approved budget for the Project. <br /> • To complete the construction of the Project prior to September 15, 2007 <br /> 4. INTERGOVERNMENTAL COORDINATION AND COOPERATION <br /> The Parties recognize the need for cooperation to help expedite engineering, <br /> environmental review,permit review and preliminary design development to <br /> determine Project feasibility. The Parties further agree to coordinate and expedite <br /> work on the Project as follows: <br /> 4.1 Preliminary Engineering, Environmental Review and Design <br /> Preliminary engineering, environmental review and design of Project shall be <br /> managed by the City, through its engineers, consultants, and design professionals. <br /> Sound Transit may choose to remain involved in the Project's design through <br /> participation in the Project Management Team and through monthly Project status <br /> reports ("Monthly Project Status Reports") provided by the City to Sound Transit <br /> concerning progress on the Project. Monthly Project Status Reports will include <br /> but not be limited to overall progress against the project's schedule and highlights <br /> of major issues being addressed. The City will provide Sound Transit with <br /> Monthly Project Status Reports through completion of Project construction. <br /> 4.2 Property Acquisition <br /> Property acquisition for the Project shall be managed by the City. The City will <br /> keep Sound Transit apprised of the progress on property acquisition through <br /> Monthly Project Status Reports. <br /> 4.3 Construction and Construction Management <br /> Construction and construction management for the Project shall be managed by <br /> the City. The City will keep Sound Transit apprised of progress regarding <br /> construction through Monthly Project Status Reports. <br /> 4.4 Designated Representatives <br /> To help ensure effective cooperation and efficient Project review, each of the <br /> Parties shall designate a representative ("Designated Representative") responsible <br /> for communications between the Parties and for acting as a central point of <br /> contact for the Project.
