3 EXHIBIT B <br /> GCA 4235 <br /> DEFINITIONS OF WORK ELEMENTS AND DELIVERABLES <br /> LIST OF ASSUMPTIONS <br /> Civil <br /> Structural <br /> Environmental <br /> Other <br /> Deliverable: Basis of Estimate Document <br /> WORK ELEMENT: Update Project Scope/Design Memorandum <br /> Description: Update project documentation to clearly establish the basis, status,and degree of <br /> completeness of the current project scope and design(Project Scope/Design Memorandum <br /> Document). Thisdocument should be consistent with any narrative from the current schedule, <br /> current estimate,current CEVP/CRA, and current VE study. <br /> Deliverable: Updated Project Scope/Design Memorandum Document <br /> WORK ELEMENT: Update Project Schedule <br /> Description: Preparation of an update to the previously prepared project schedule to reflect <br /> current project scope,as it is intended to be constructed. Schedule must identify total project <br /> durations for key phases of the project, such as: Preliminary Engineering;Permitting;Plans, <br /> Specification and Estimate(PS&E)and; Construction. The schedule should show key <br /> milestones,constraints, and durations of the various elements by month, and should include <br /> sufficient detail to show the completion of the project through construction from its current state <br /> of evolution. The format for the schedule shall be one of the following: <br /> • Gantt bar chart for projects that do not have a Record of Decision <br /> • Critical Path Method schedule for projects that have a Record of Decision <br /> The basis of the schedule shall be consistent with the basis for the cost estimate and Project Scope <br /> /Design Memorandum Document. <br /> Deliverable: Updated Project Schedule <br /> WORK ELEMENT: Update Project Cost Estimate <br /> Description: Preparation of an update to the previously prepared project cost estimate to reflect <br /> current project scope, issues, and concerns, consistent with the current schedule and the Project <br /> Scope/Design Memorandum Document. If contingencies and allowances are included in the <br /> estimate,they must be clearly identified. The estimate should identify all elements of the project <br /> including: all construction costs; any additional costs, such as Right-of-way;preliminary <br /> engineering;plans,specifications and estimates; and construction management. <br /> Deliverable: Updated Project Cost Estimate <br /> WORK ELEMENT: Update Right of Way Information <br /> Description: Update previous documentation used as the basis for determining parcel needs, <br /> property values, acquisition plan and schedule for project right of way acquisition. <br /> Deliverable: Updated Summary of Right of Way needs,Acquisition Schedule, and Basis of Right <br /> of Way Cost. <br /> 11 <br /> Page 2 of 4 <br /> Exhibit B <br /> GCA 4235 <br />
