The estimate should identify all elements of the project including: all construction <br /> costs; any additional costs, such as Right-of-way; preliminary engineering; environmental permits <br /> and mitigation; contractor procurement; and construction management. <br /> Deliverable: Project Cost Estimate <br /> WORK ELEMENT: Prepare Right of Way Information <br /> Description: Provide documentation used as the basis for determining parcel needs,property <br /> values, acquisition plan and schedule for project right of way acquisition. <br /> Deliverable: Summary of Right of Way needs, Acquisition Schedule, and Basis of Right of Way <br /> Cost. <br /> WORK ELEMENT: Cost Risk Assessment(CRA) <br /> Description: Attend and participate in CRA or CEVP workshop with the STATE to validate the <br /> current project cost estimate and schedule and to adequately assess the project risk and <br /> uncertainty associated with the following project elements: design,right of way, environmental <br /> documentation and mitigation, and construction. Prior to the actual CRA or CEVP workshop, the <br /> LEAD AGENCY will participate in a prep session for the workshop with the STATE. <br /> Participation in workshops and the prep session will include coordination with the WSDOT Cost <br /> Risk Estimating Management(CREM)office to: <br /> • Schedule participants and meeting facility for the workshop and prep sessions. <br /> • Provide copies of current estimate, schedule, and Project Scope/Design Memorandum <br /> The STATE will provide Cost and Risk lead facilitators and a technical representative of the <br /> construction industry and a workshop coordinator/facilitator. <br /> Deliverable: Action plan to mitigate major or significant risks identified by the CRA or CEVP. <br /> WORK ELEMENT: Value Engineering(VE)Study <br /> Description: Participate in a VE study. This includes: <br /> • Schedule participants and meeting facility for VE study workshop <br /> • Provide copies of current estimate, schedule,and Project Scope/Design Memorandum <br /> • Identify and provide technical representatives for key disciplines needed for workshop <br /> • Provide presentation of the project description, issues,concerns, constraints,etc. for VE <br /> Team including appropriate documents,maps,displays, exhibits,reports, etc. <br /> The STATE will provide the VE facilitator,recorder and one technical representative. <br /> Participants should be original VE team members,when possible. <br /> Deliverable: Action plan to implement recommendations of the VE study. <br /> 1 ) <br /> • <br /> Page4of4 <br /> Exhibit B <br /> GCA 4235 <br />
