PC Minutes November 16, 2005 Pg. 6 in the future. He wondered if the matter could be reviewed in the comprehensive plan update. Allan Giffen agreed with Commissioner Ebert that it would work better to review the specific rezone request given the timeline and priority for completing the Comprehensive Plan. He requested that once the comprehensive plan was complete, staff could return the matter to Commission to review on a larger scale. During the initial comprehensive plan update process, specific zoning regulations are not under review. Staff review growth targets and generalized land use designations and some growth concepts, and will usually follow up with specific code amendments that will implement some of the policy decisions in the comprehensive plan. Commissioner Trautman commented that there was not a specific application in this group that specifically requested changes to the zoning for this comprehensive plan and if that was correct. Allan Giffen responded that the request, initiated from the Mayor's office, was to look at very specific areas where the City had properties with split zoning designations and building height limits. Mr. Giffen asked Commission if they agreed to review the specific proposal with a commitment to review the broader area in the future. Commissioner Ebert agreed with Mr. Giffen. Mr. Giffen stated that staff would bring back the specific request along Rucker. Commissioners concurred. Commissioner Newland asked what the goal was for the Comprehensive Plan. Dave Koenig responded that staff would like the draft supplemental EIS completed by December 30th. The individual projects and comprehensive plan amendments would be reviewed under the same supplemental EIS. Planning Commission would be reviewing the specific docket items in February and those would go to City Council in March.
