11 <br /> 7.0 Task 7 — Water Rights and System Reliability (CWP <br /> Chapter 6) <br /> 7.1 Objective <br /> Perform a water rights and system reliability analysis including inventory, comparison with <br /> future needs, and interties to meet DOH planning requirements under the 2003 Municipal <br /> Water Rights Legislation and to provide an interpretive description. Table 3 and Table 4 of the <br /> DOH Water System Planning Handbook (April 1997) are required to be completed as an <br /> element of an updated WSP. <br /> 7.2 HDR Services <br /> 1. Perform a water right inventory and analysis to identify and summarize the status of the <br /> City's existing water rights with input from the City. Confirm or modify the summary after a <br /> review of City records and Ecology files pertaining to the basic documents of each water <br /> right file (permit, certificate, etc.). The depth of this analysis will be sufficient to complete <br /> the tabulated Existing Water Right Status required in the DOH Water System Planning <br /> Handbook. <br /> 2. Prepare future supply water rights analysis to determine the adequacy of the City's existing <br /> surface and groundwater water rights to meet the 6 and 20-year demand forecast <br /> developed for the WSP update. Service area considerations related to purpose and place <br /> of use and service limitations (if any) will be evaluated. The depth of this analysis will be <br /> sufficient to complete the tabulated Water System Planning Handbook (Forecasted Water <br /> Right Status) as required by DOH. Water rights will also be compared to buildout demand <br /> forecasts. <br /> 3. Document the status of any existing or proposed interties. <br /> 4. Update the 2000 source of supply analysis to determine the adequacy of water quantity to <br /> meet future demands. Describe the City's efforts related to maintaining adequate sources <br /> of supply and demonstrate that the sources of supply are within the amounts authorized <br /> under the City's existing water rights adequacy, and facility reliability. <br /> 5. Update the water system reliability analysis describing existing and/or proposed water <br /> system supply and distribution of the needed water quantities to meet forecast system <br /> demands. <br /> 6. Evaluate and discuss the existing watershed control program with City staff and work with <br /> City staff to determine additional controls needed within the watershed areas to protect the <br /> source area. <br /> 7. Update the 2000 watershed yield analysis to account for potential climate change Impacts. <br /> HDR will work with Dr. Richard Palmer of the University of Washington to prepare this <br /> update. Potential climate change impacts will be evaluated related to the overall long-term <br /> yield of the Spada Lake watershed: <br /> • Two senior staff will attend up to three meetings with City staff and others as the City <br /> coordinates climate change scenarios with Seattle, Tacoma, and the Central Puget <br /> Sound Forum. <br /> • Organize and host a half-day workshop at HDR between City staff, HDR staff, and Dr. <br /> Palmer to discuss Crystal model updating and possible future scenarios related to <br /> climate change and their impact on the Spada Reservoir system hydrology.
