11 F <br /> workshop, the team would outline and agree on up to three basic "what if" scenarios <br /> related to possible future hydrologic changes in the system. These scenarios would be <br /> modeled to provide information regarding the range of hypothetical impacts on water <br /> supply yield. <br /> • Update the existing CRYSTAL model to include the most recent hydrologic and flow <br /> data from the Spada Reservoir system. <br /> • Use CRYSTAL to model the three agreed-upon "what if' yield scenarios related to <br /> potential impacts associated with regional climate change for three supply conditions <br /> (conditions 1, 3 and 4) from the October, 2000 report. Hydropower operations <br /> Condition 3 would limit the Spada reservoir drawdown elevation to 1380. <br /> • Compare the new basin yield results to the 2000 analysis. <br /> • Prepare a draft memorandum outlining the process and findings for Dr. Palmer and <br /> City review and comment. <br /> • Conduct a second half-day workshop at HDR with City staff, HDR staff, and Dr. Palmer <br /> to discuss draft findings. <br /> • Incorporate review comments into a final technical memorandum. <br /> 7.3 City Responsibilities <br /> 1. Provide sufficient water system information regarding existing water rights and pending <br /> applications to enable completion of Tables 3 and 4 in the 1997 DOH Water System <br /> Planning Handbook. <br /> 2. Provide information for preparation of the System Reliability Analysis and Watershed <br /> Control Program. <br /> 3. Review and comment on CWP Draft Chapter 6. <br /> 7.4 Assumptions <br /> 1. The water rights information from the City's 2000 Water Comprehensive Plan is considered <br /> to be accurate and will be used as a starting point for determining the status of the City's <br /> existing water rights and any pending applications <br /> 2. The City will provide updated water rights information with any changes/additions from the <br /> 2000 Water Comprehensive Plan <br /> 3. Discussions will take place as necessary with City staff and Ecology to verify the City's <br /> existing water rights and any updates from the 2000 Water Comprehensive Plan. <br /> 4. One meeting will be required with City staff and/or Ecology staff to verify accuracy of City's <br /> existing water rights, particularly related to any supplemental water rights that the City may <br /> have. <br /> 5. System watershed and reliability information judged to be important to system vulnerability <br /> will only be included in the working draft and will not be included in the final system <br /> description. <br /> 6. Yield Analysis Update Background: In work conducted in conjunction with Dr. Richard <br /> Palmer at the University of Washington, the City was provided a yield analysis for the <br /> Spada Reservoir and Jackson Hydropower Project in October, 2000. The results of that <br /> work were predicated on modeling output from Dr. Palmer's CRYSTAL model which <br /> provided yield estimates under four basic supply conditions: (1) unconstrained yield, <br /> limited only by historic records of inflows to the Spada and Chaplain Reservoirs, instream <br /> Everett Comprehensive Water Plan April 15,2005 <br /> Exhibit A—Scope gf,6ervices Page 9 of 21 <br /> !!_ i <br />
