11 <br /> flow requirements, and available water storage in Spada Reservoir; (2) yield constrained by <br /> transmission associated with capacity limits along the Francis turbine pipeline; (3)yield <br /> constrained by Snohomish County PUD's hydropower operations at its Jackson Project <br /> facility; and (4) yield constrained by volumetric and instantaneous municipal water rights. <br /> 7. The City will lead the yield analysis coordination with the Cities of Seattle and Tacoma and <br /> the Central Puget Sound Forum to develop three climate change scenarios. Once <br /> developed and agreed to by the City, these scenarios would form the basis for the "what if' <br /> scenarios used in this analysis. <br /> 8. Dr. Palmer will provide and allow the temporary use of the CRYSTAL model by HDR staff <br /> for the watershed yield analysis. Forty hours are budgeted for Dr. Palmer to attend <br /> meetings and serve as senior advisor for this task. <br /> 9. HDR staff will update and run the CRYSTAL model based upon available information. The <br /> information and assumptions will be verified with the Snohomish PUD before running the <br /> model. <br /> 7.5 Deliverables <br /> 1. E-mailed document files of draft and final memoranda for water rights, interties, watershed <br /> yield, system reliability, and watershed control programs. These memoranda will be <br /> formatted to be directly compiled into CWP Chapter 6. <br /> 2. E-mailed document file of draft and final CWP Chapter 6 - Water Rights and System <br /> Reliability. <br /> 3. Yield analysis workshop agenda and notes outlining the three new model scenarios. <br /> 4. E-mailed document file of draft and final technical yield analysis memoranda outlining the <br /> updated model runs and results for up to three hydrologic scenarios related hypothetical <br /> climate change on supply conditions 1, 3, and 4 as defined under the October, 2000 report. <br /> 5. Yield analysis results workshop summary presentation and handouts. <br /> 8.0' Task 8 — Planning Data Memorandum <br /> 8.1 Objective <br /> Assemble the planning data that is to be used in the CWP analysis into a Planning Data <br /> Memorandum (PDM)for review and comment by City, DOH, County planning, and other <br /> interested local agencies. The purpose is to confirm the validity of the planning data before this <br /> information is used to complete the system analysis. <br /> 8.2 HDR Services <br /> 1.
