January 18, 2017 <br /> J.T Dray, Everett, spoke about the Transportation Advisory Committee <br /> (TAC), their new members, and discussed an analysis of neighborhood <br /> bus service written by Council Member Bader when he was a member of <br /> TAC. <br /> Aaron Powell, Everett, spoke in opposition to the low-barrier housing and <br /> its location. <br /> Victor Harris, Everett, stated he was the vice president of the <br /> Transportation Advisory Committee and stated he wanted to apologize for <br /> Mr. Dray's comments and that Mr. Dray does not represent the TAC. <br /> COUNCIL BRIEFING AGENDA: <br /> COUNCIL BILL 1701-02 <br /> FIRST READING: <br /> AN ORDINANCE relating to the New Job Tax Credit and adding a <br /> new provision to EMC 3.24.105 (Ord.3175-10) <br /> Presented by Susy Haugen, Finance <br /> COUNCIL BILL 1701-03 <br /> FIRST READING: <br /> AN ORDINANCE amending the Ordinance which created a special <br /> improvement project entitled "Forest Park Swim Center Capital <br /> Improvement Project, Fund 354, Program 048, to accumulate all <br /> costs for the improvement project, Ordinance No. 3479-16. <br /> Presented by John Peterson, Parks <br /> Council Member Bader asked if the swim center would be closed for any <br /> period of time during the work. <br /> John Peterson stated that the work would mostly take place at night and <br /> would not affect open public hours. <br /> 19 <br />
