It is important to note that these LOS <br />inadequacies will exist reaardless of the development of Everett <br />� Albertson's. These are the 37th Street/Rucker Avenue intersection <br />where a LOS 'E' exists in 1990, the 41st Street/Rucker Avenue <br />intersection where a LOS 'F' will exist in 1995, the Madison <br />Street/Evergreen Way intersection where a LOS 'F' will exist in <br />1995, the 75th Street S.E./Evergreen Way intersection where a LOS <br />'E' will exist in 1995, the 79th Street/Evergreen Way intersection <br />� where a LOS 'E' will exist in 1995, the S.R. 526/Evergreen Way <br />interchange where a LOS 'F' will exist in 1995 on both ramp <br />termini, the Casino i.oad/Evergreen Way intersection where a LOS 'F' <br />will exist in 1995, and the S.R. 526/Broadway Avenue intersection <br />where a LOS 'F' will exist in 1995. Again, the Everett Albertson's <br />project will not directly cause but will simply exacerbate these <br />� alr¢ady deficient levels of service. <br />� <br />The following discussion relates to improvements necessary to <br />mitigate the LOS inadequacies, their estimated costs and the <br />proportionate share attributable to the project. <br />3:'�h Street and Rucker Avenue <br />This intersection is currently unsignalized, and due to the high <br />traffic volumes on Rucker Avenue and the present geometry of the <br />intersection the only acceptable form of mitigation would be <br />� signalization. However, analysis of the intersection with a signal <br />in place shows that the LOS will remain at 'F' in 1995. It should <br />be noted that without the traffic from the U.S. Navy homeport <br />project, the LOS for the intersection with :ignalization would be <br />'C'. Various widening schemes were attempted in cc+r.junction with <br />signalization to no avail. It does not appear to be practical to <br />� improve the LOS at this intersection based upon the projected <br />volumes. The project adds 42 v.p.h, to this intersection. Based <br />upon the 1995 traffic volumes at this intersection (4504 v.p.h.), <br />this is equal to 0.93 percent. Any mitigation requirements should <br />be based upon this proportionate share. <br />� <br />41st Street/Rucker Avenue <br />Again, based upon the projected 1995 traffic volumes, there is no <br />practical way to mitigate the low LOS at this•intersection. <br />Various widening schemes were attempted without success. The low <br />� LOS is due primarily to increases in volume especially from i:he <br />west. The project will add 59 v.p.h. to the intersection. Based <br />upon the difference between 1995 volumes with the project and <br />current traffic volumes (2226 v.p.h.) this is equal to 2.65 <br />percent.
