Various <br />widening schemes were attempted. Zf Evergreen Way was widened to <br />accommodate a third through lane, if the right turn only lanes on <br />Madison Street wer? made into through/right turn lanes and a <br />protected left turn phase was added on the Madison Street <br />� approaches, the LOS could be improved to 'D' r;ith the project. <br />' However, due to right of way concerns, this may be prohibitively <br />expensive. The project will add 142 v.p.h. to the intersection. <br />Based upon the difference between 1995 volumes with the project and <br />current traffic volumes (1461 v.p.h.) this is equal to 9.72 <br />percent. Any mitigation requirements should be based upon this <br />� proportionate share. <br />0 <br />75th Street S.E./Everareen Wav <br />Again, the only effective mitigation found is the addition of a <br />third through lane to Evergreen Way together with the provision of <br />protected left turn phasing on the 75th Street S.E. approaches. <br />These improvements will raise the LOS to 'D' in 1995 with the <br />project. Due to right of way concerns this may be prohibitively <br />expensive. The project will 126 v.p.h. to the intersection. Based <br />upon the difference between 1995 volumes with the project and <br />current traffic volumes (1343 v.p.h.) this is equal to 9.38 <br />percent. Any mitigation requirements should be based upon this <br />proportionate share. <br />79th Street S.E./Everareen Wav <br />This intersection is similar to the preceding two intersections in <br />that it appears that the only effective mitigation to the low LOS <br />is the addition of a third through lane on Evergreen Way. Again, <br />due to right o£ way concerns this may be prohibitively expensive. <br />This improvement woiild raise the 1995 LOS with the project to 'C'. <br />The project will 85 v.p.h. to the intersection. Based upon the <br />difference between 1995 volumes with the project and current <br />traffic volumes (1559 v.p.h.) this is equal to 5.45 percent. Any <br />mitigations should be based upon this proportionate share. <br />Casino Road & S.R. 526/Ever4reen Wav I/C <br />According to the City of Everett, WSDOT and the City are planning <br />major improvements to the S.R. 526/Evergreen Way interchange. <br />These improvements will include improvements at the Casino <br />Road/Evergreen Way intersection.
