The project will add 82 v.p.h. to the <br />interchange. Based upon the '1995 traffic volumes using the <br />� interchange (7233 v.p.h.), the developer's proportionate share of <br />these improvements would be 1.13 percent or $56,500. <br />Broadwav Avenue/S.R. 526 <br />� At the S.R. 526/Broadway Avenue intersection, WSDOT is planning a <br />major project which will include a grade separated interchange at <br />the intersection and changes to the current interchange tivith I-5. <br />The estimated cost of these improvements is $20,000,000. The <br />project will add 29 v.p.h. to the intersection. Based upon 1995 <br />p.m. peak hour volumes using the intersection (10,589 v.p.h.), <br />� including traffic using the EB S.R. 526 to SB I-5 ramp, the <br />developer s proportionate share of these improvements will be 0.27 <br />percent or 554,000. <br />� Site Access Concerns <br />One driveway, the most southerly access to Evergreen Wey, may <br />operate at LOS 'F' for the left turn movement in the p.m. peak. <br />Because of the effect of the traffic signals on Evergreen Way, this <br />LOS may be much worse than will actually be experienced since the <br />� effects of signals and the dearee of platooning they cause is not <br />considered in standard unsignalized intersection LOS analysis (see <br />Appendix I, Hiqhwav Cavacitv Manual, Special Report 209, <br />Transportation Research Board, 1985). Furthermore, an additional <br />drivEway exists to the soutn which the left turning traffic could <br />divert to should delays prove cnacceptable. At that driveway, the <br />� LOS for the right turn movement will be 'A'. This movement could <br />be utilized by diverted traffic bound to the south and to the west. <br />'� s <br />a � � <br />!Bi <br />Vehicle queueing at the Madison Street/Evergreen Way intersection <br />does not appear to be a significant problem in relation to the <br />operation of the driveways. The operation of the southern most <br />driveway will be impacted to some degree for the left turn movement <br />by the queueing of southbound through traffic on Evergreen Way. <br />Assuming a 120 second cycle length, the queue might at times extend <br />as much as 490 £eet north of the intersection. However, queues in <br />the left turn lane and the two way, left turn lane at the driveway <br />should extend no more than 80 feet.
