industrial comple�es where rnobile equipment is used.. !f fueling is done on-site, the following BMPs are <br />required: <br />I. The fueling facility shall be in compliance with the Unifocm Fire Code and the National Electric Code. <br />2. The fuel island shall be paved using Portland cement concrete, not asphalt, and shall be designed to <br />con[ain fuel spills. The fuel island shall bc designed as a spil! containment pad and sized to prevent the <br />runoff of spilled fuel and the �un-on ofstormwater from surroundin¢ pavement. Parking lot stormwater <br />shall be discharged to the stormwater drainage system, not the sanitary sewer. <br />3. Liquids spilled on the fuel island shall be collected in either trench drains or catchbasins. The drain(s) <br />shall be connected to the sanitary sewer, process treatment, or a dead-end sump. <br />4. Prior to discharge to the sanitary sewer, pad runoff shall be routed through a spill containment vault with <br />a 50 gallon (minimum) live capacity. An isolation valve shall be installed in the outlet piping from the <br />spill containment vault. Whenever site configuration allows, the valve control shall be an above-ground <br />hand-wheel. If only a below groand valve control is feasible, the valve shall still be hand-operable and <br />the lid of the valve control box shall be brightly colored to allow for easy identification. <br />Signs indicating the location and purpose of the valve shall be posted at the fueling island and at the <br />attendant's station. The vault lid shall be designed to vent vapors to the atmosphere and shall be <br />constructed of non-sparking material. The pavement or greund around [he vault lid shall be graded or <br />benned to prevent the run-on of stortnwater runoff from adjacent areas. <br />5. The fuel island shall be cnvered to prevent the direct entry of precipitation onto the spill containment <br />pad. The roof/canopy s:iall, at a minimum, cover the spill containment pad and preferably extend several <br />additional feet to rrevent windblown rain from entering. , <br />6. Concrete-filled, steel pipe posts shall be constructed and located where necessary to prevent vehicles <br />entering the fueline area from striking the gasoline pumps. <br />7. Spills should be prevented whenever possible. The owner or operator shall develop an emergency spill <br />cleanup plan (per BMP S 1.80) and have a designated responsible person(s) available either on site or on <br />call at all times. Suitable cleanup materials shall be kept on site to allow prompt cleanup should a spill <br />occur. At a minimum, one 55 gallon drum full of appropriate absorbent material shall be kept at a <br />location convenient to the fueling island. In addition, one empty 55 gallon drum shall be ke�rt on the site <br />for disposal of used absorbent material. Instructions un responding to an accic:ental spill sha'� be made <br />available [o all employees and shall be posted in visible locaticns. <br />8. Employees and customers shall be educated on the proper use of fuel dispensers. Signs shs�ll be posted in <br />accordance with the Uniform Fire Code, including signs noting the location of pump shut-off switches. <br />"No Topping Off' signs shall also be posted. The automatic shutoff on the gas nozzle shall be checked <br />regularly ro ensure that it works. <br />EXCEPTIONS <br />In industrial complexes or port facilities where very lar�e mobile equipment is used such as log loaders, the fuel <br />island need not be covered. However, the pad m�st be designed in a manner that prevents the run-on of <br />stortnwater from adjacent areas. The pad must alsa be designed in a manner that allows the collection of all rain <br />that falls on the pad. <br />See BMP S 130 for information or the transfer of fuels from a tanker to ihe storage tanks and BMP S 1.40 <br />regarding the installation of the tank;. <br />4-2.2.2 BMP 51.15 DISPOSAL OF OIL FILTERS AND OTHER AUTOMOTIVE PRODUCTS <br />Oil filters must be drained while the oil is warn� for as long as possible (24 hours minimum) and at an angle. 11ie <br />oil shall be collected for recy:ling in a separate, i&�t:l.d container. Drained filters t�hould be kept in a suitable <br />4-2-6 <br />
