EXCEPTIONS <br />1. At existing gas stations where it is not possible to have the designated area dischar�e to a sanitary sewer, <br />the station can, whenever extensive vehicle washine is occurrin� (such as washing cars to raise charity <br />funds), place a temporarv plug in the storm drain and pump the accumulated water to the nearest sanitary <br />sewer, with permission from the Ciry's Industrial Pretreatment Proeram. <br />2. Dealerships of new or used automobiles or uvcks may wash the vehicles in the pazkins stalls as long as <br />only low pressure water is used. The dealership can also use the temporary plu� system outlined above <br />for eas stations. <br />3. Truck washes at industrial sites which are used to prevent the trackin� of dir[, sediment and floatable <br />materials (such az wood) onto public streets can dischazee to the storm drain. However, the wash water <br />shall pass throush a catchbasin and oiUwater sepazator. Soaps and other clea�ers shall not be used if the <br />wash water is dischar�ed to the storm drain. <br />42?.4 BVIP 5130 LOADLYG Ai�tD TJNLO�.DING LIQUID vIATERIr1LS <br />The B�1Ps in this section apply for loading or unloadin� of liquids in containers or for direct liqeid transfer. <br />Consistent with Uniform Fire Code requirements (R3 in Section 4-3) and to the extent possible, unloadins or <br />loading of liquids should occur in the manufacturine buildin� so that any spills that are not completely retained <br />can be discharsed to the sanitarv sewer, process treatment, or a dead-end sump consistent with the Industrial <br />Preveatment Program and pertnit requiremenu. Practices a: e described below for azeas where loading is done _ <br />outside and loss to storm drains could occur. <br />CONT?.INED LIQUIDS AT LOADING .4ND UNLOADNG DOCKS <br />1. Loadina/unloading docks shall have overhan�s or door skirts that enclose the trailer znd. <br />2. The loadin��unloadins area shall be desisned to prevent run-on of stormwater. <br />3. The o�vner shall retain on site the necessary materials for rapid cleanup of spills (see B�fP S 1.30). <br />R4IL TP.ANSFER TO ABOVEBELOW-GROUND STOR4GE Tr1��IKS <br />]. To minimize the risk of accidental spilla�e, the o�rner shall have a wriaen "operations plan" that <br />describes procedures for loadin� and/or unloadino. Employees shall be trained in its execution and it <br />shall be posted or otherwise made zasily available to employees. <br />2. The owner shall have an Emergency Spill Cleanup Plan (BviP S I.80). <br />3. Drip pans shall be placed at locations �vhere spillaee may occur such as hose connections, hose reels, and <br />filler nozzles. Drip pans shall alwavs be used �vhen makin� and breaking connections. <br />4. A drip pan system shall be installed within the rails to collect spilla�e from tank cars. <br />�. An employee trained in spill containment and cleanup shall be present during loadin�'unloading. <br />TANKER TRUCK TO ABOVEBELON-GROLTiD STOR4GE TANKS <br />1. To reduce the risk of spills, the o�vner shall have a written "operations plan" describin� procedures for <br />loadine and/or unloadi•.i�. Employees shall be trained in iu erecution. <br />'�. Tiie operations plan shall include an emergency spill cleanup plan (B�IP S1.30).
