Mitigating Measures <br />1. Increasing attractiveness of accessibility through the signalized Evergreen Way driveway <br />will decrease hazard exposure and congestion on 75th Street. Signalizing it will provide <br />safety as well as the required capacity. <br />2. A paved pathway providing for pedestrian movement along 75th Street between the <br />Center and Beverly Blvd. is required to reduce the increased pedestrian -vehicle hazard <br />created by the Center. The Center is the sole contributor to this hazard and should <br />be responsible for its reduction. <br />3. A similar improvement including curb and sidewalk is necessary along the Evergreen <br />Way and 75th Street frontage. This is no different than the Fred Meyer improvements <br />made by Fred Meyer along Evergreen and Casino. <br />4. The 75th Street frontage should have only the two original driveways shown and be <br />geometrically improved to facilitate safe traffic movement. <br />5. 75th Street frontage should be widened and improved to required capacity demands <br />with the center providing any necessary ROW. <br />6. Driveway designs of the two on 75th and signalized Evergreen design shall meet approval <br />of the City Traffic Engineer. <br />7. An "Alley" access along the eastern border was discussed in Planning and Engineering <br />meetings during the fall of 1977. This "alley" improvement would provide access to <br />the natural drainage occurring and emergency vehicle access to the Center. <br />Summarizing, the specific concerns includeMarger amount of traffic will be generated creating a total <br />of about 14,000 new intersection trips. Sigflalization and channelization should be required of the developer <br />to accomodate these new trips as well as curb, gutter, and sidewalk along Evergreen Way and 75 th Street <br />between the Center and Beverly Blvd. These improvements will enhance the Center as did similar im- <br />provements at Fred Meyer. They are necessary to maintain safe and efficient traffic movement. This <br />expanded scopcEIS response is scaled to the project size and impacts.
