feet of auto body repair shop proposed, a minimum of three <br />parking stalls plus two for each sarvice bay is required. A <br />minimum of one handicap space must be provided. <br />13. Placement and screening of refuse disposal areas must be provided <br />per Section 39.080 of the Zoning Code. <br />14. Rooftop mechanical equipment, including vents must be screened <br />per Section 39.160 of the Zoning Code. <br />15. Building setbacks must be a ninimum of 10 feet front yard and 10 <br />feet side yard. The rear yard setback shall be as set forth in <br />the following conditions. <br />1C. The eastern portion of the site contains a Category III stream, <br />which has been delineated and classified in a report dated <br />February 26, 1992 prepared by David Evans and Associates. All <br />structures and improvements are required to be set back from the <br />top -of -bank of the stream channel a minimum of 25 feet. However, <br />the existing 25-foot setback area provides little or no benefit <br />to the riparian corridor because it has been graded and filled. <br />17. The Applicant has provided a stream enhancement plan, which <br />proposes improvements in the functional values of the stream and <br />buffer area, in exchange for reduction of the standard 25-foot <br />setback from top -of -bank. The existing stream channel would be <br />widened, the stream bank would be regraded to a maximum gradient <br />of 3:1 (horizontal to vertical), and the buffer area would be <br />replanted with native vegetation. The proposed setback from the <br />existing high water mark varies from 26 to 30 feet. The proposed <br />streav enhancement plan dated July 16, 1992, and;. buffer width <br />reduction are approved, with the following conditid!W,Ws <br />a. All exotic species (i.e., Purple Loostrife and Scots Broom) <br />must be removed from the stream corridor <br />b. To the maximum extent feasible, the biologist should attempt <br />to use existing species within the stream corridor. Cuttings <br />from the existing salix should be used in the plantings. The <br />existing salix clump on the eastern portion of the stream <br />corridor should be retained. The poplar sapling located on <br />the southern property boundary adjacent to the stream, and the <br />Western Red Cedar located in the northeastern corner of the <br />property on the eastern bank of the stream should be retained. <br />All trees to be retained must be flagged and fenced at the <br />drip line prior to commencement of construction. <br />c. Monitoring. must be extended, to a five-year period. The <br />monitoringplan must includea baseline survey of the buffer <br />area Dr+or to construction'and grading of the stream bank. <br />This survey must be conducted along the same transects that <br />will be used after the replanting is completed. Monitoring <br />should also include stream invertebrates and water quality <br />measurements (i.e., dissolved oxygen, orthophosphate, pH, <br />
