Prior to issuance of any permits for this site, a final stream <br />buffer enhancement plan must be submitted. The plan must <br />include the following elements: temporary erosion and <br />sedimentation control, planting scheme, construction <br />inspection, monitoring program, and contingency provisions. <br />e. A performance assurance device of not less than 300 percent of <br />the estimated cost of improvements may be required if said <br />improvements have not been°constructed prior to issuance of <br />occupancy permits. Prior to•issuance of occupancy permits, a <br />maintenance assurance device of 10% of the amount of the <br />estimated cost of improvements, plus a monitoring contingency, <br />must be provided to the Planning Department. <br />f. The buffer width reduction`prl must be approved by the <br />Planning Director, using Review Process II.B. The appeals <br />process will run concurrent with the appeal period for this <br />SEPA determination. <br />Landscaping must be provided pe.,S�ection 35 of the Zonin Code. <br />At a minimum this must include the following: <br />a. A landscape strip a minimum of 10 feet wide must be `provided <br />in the front yard setback area along the 1st Place W. and <br />Everett Mall Way frontages, except for the driveways" This <br />area shall be planted with Type III landscaping. <br />b. A landscape strip a minimum of 5 feet wide must be provided <br />along the north property line. This area shall be planted <br />with Type III landscaping. <br />C. Landscaping adjacent to the stream corridor on the eastern <br />portiZn, of the property must be provided pursuant to the <br />approved stream buffer enhancement plan dated July 16, 1992. <br />d. A minimum of 228 square feet of landscaping shall be provided <br />in the interior of the parking lot for the 13 parking stalls. <br />Landscaping must be provided per Section 35.080E. of the <br />Zoning Code. <br />e. Prior to issuance of any permits, landscaping plans must be <br />reviewed and approved by the Planning Department Ter Section <br />35.100 of the Zoning Code. The landscaping plane must show <br />location of required grassy swales, rockeries and" retaining <br />walls, andsAgrading at 5 foot intervals. Irrigation systems <br />must be provided in all landscaped areas per Section 35.130 of <br />the Zoning Code. Prior to occupancy, a two-year maintenance <br />assurance device must be provided for the landscaping per <br />Section 35.130 B of the Zoning Code. <br />M <br />
