<br /> 2) The manufacturing of inethamphetamine occ�rred in rooms 129, 226, and 241.
<br /> Health District personnel who were present during the iaitial investigation on
<br /> December 6, 1995, presumed that the rooms were unsafe for entry. The rooms were
<br /> posted and the manager was asked that the rooms remain unused and locked.
<br /> During the Health District's inspection of December 6, the three doors were locked
<br /> and deadbolted, and ths on-site manager (Bob Berry) was advised that the rooms
<br /> were declared contaminated by the Snohomish Heaith District and were unfit for
<br /> use.
<br /> 3) It appears that methamphetamine was made inside the rooms, or was in the
<br /> process of being rnade, using the ephedrine or "red phosphorus" method.
<br /> Manufacturing may hs�ve occurred in the rooms for a few ;iours. Chemicals found
<br /> inside the rooms included hydrochloric acid, sodium hydroxide solution, ethyl
<br /> alcohol, chloropheniramine, red phosphorus, cocaine and methamphetamine.
<br /> The presence of laboratory glassware and the staining on the carpet indicates
<br /> that manufacturing probably took place in rooms I29 and 226, and possibly room
<br /> 2�iL Chemical residues may still remain in the rooms, and may pose an awte or
<br /> chronic health risk to anyone entering or using the units without proper
<br /> personal protection.
<br /> 4) During the Health District's inspection of Decemb�:r 6, several neighboring rooms
<br /> (i.e., 130, 231, 112, 227, 225, 219, 124, 143, and 233), within the same building that
<br /> • housed the drug lab and in an adjacent building, were viewed and sampled using a
<br /> photo�onization detector (MiniRAE PGM 75K, RAE Systems, Inc., Sunnyvale, CA).
<br /> No volatile organic gases were detecte� in any uf the rooms tested. The rooms have
<br /> independent heating and ventilation systems. As such, there is litde reason to
<br /> suspect that other rooms in the building or adjacent building may have been
<br /> adversely effccted by the activity in rooms 129, 226 and 241. Each roo m is
<br /> approxirr,ately 14' x 16'.
<br /> 5) In order to have rooms 129, 226 and 24l decontaminat�d, you must hire a
<br /> contractor certified under WAC 246-205 to evaluate the level of contamination,
<br /> prepare a cleanup plan for Health District review, implement the approved
<br /> cleanup plan, and retest the rooms to assure that contaminants have been reduced
<br /> to levels outlined in the Washington Department of Health's (3uidelinec ior

<br /> 6) A copy of this ordet will be recorded with the Snohomish County Auditor's Office
<br /> as a means of notifying all future property owners that rooms 129, 226, and 241
<br /> were declared unfit for use. After contamination of the rooms have been reduced,
<br /> the Health District will record a second notice with the Snohomish County
<br /> Auditor's Office that, to the best of our knowledge, the basis upon which the
<br /> property was originally declared unfit for use has beer. addressed in accordance
<br /> with applicable regula[ions and guidelines.
