,
i
industrial complexes where mobile equipment is used. If fueling is done on-site,the following BMPs are j
required: I
l. The fueling faciliry shall be in compliance with the Uniform Fire Code and the National Electric Code. I
2. The fuel island shall be paved using Portland cement concrete, not asphalt, and shall be designed to
contain fuel spills. The fuel island shall be designed as a spil)containment pad end sized to provent the
runoff of spilled fuel and the run-on of stormwater from surrounding pavement. Parkng lot stormwater
shall be discharged to the stormwater drainage system, not the switary sewer.
3. Liquids spilled on the fuel island shall be collected in either trench drains or catchbasins. The drain(s)
shall be connected to the sanitary sewer, process treatment,or a dead-end sump.
4. Prior to discharge:the sanitary sewer, pad runoff shall be routed through a spil I containment vault with
a 50 gallon(min:mum) live capacty. An isolationalve shall be installed in the outlet piping from the
spill containment vauit. Whenever srte configuration allows, the valve control shall be an above-ground
hand-wheel. If only a below ground valve contro) is feasible, the valve shall still be hand-operable and
the lid of the valve control box shall be brightly colored to allow for easy identification.
Signs indicating the location and purpose of the valve shall be posted at the Poeling island and at the
attendanYs station. The vault lid shall be designed to vent vapors to the atmosphere and shall be
constructed of non-sparking material. The pavement or ground around the vault lid shall be graded or
bermed to prevent the run-on of stormwater raoff from adjacent areas.
5. The fuel island shall be covered to prevent the direct entry of precipitation onto the spill containment
pad. 7'he roof/canupy shall,at a mmimum, cover ihe spill contamment pad and preferably extend several
additional feet to prevent windblown rain from entering. ,
6. Concrete-filled,stcel pipe posu shall be constructed and located where necessary to prevent vehicles
entering the fueling area froR striking the gasoline pumps.
7. Spills should be prevented wheneer possible. The owner or operator shall develop an emergency spill
cleanup plan(per BMP 51.80)and havc a designated responsible person(s)available either on site or on
call at all times. Suitable cleanup materials shall be kept on site to allow prompt cleanup should a spill
occur. At a minimum, one 55 gallon drum fi.11 of appropriate absorbent material shall be kept at a
location convenient to the fueling island. In addition, one empty 55 gallon drum shall be kept on the site
for disposal of used absoroent material. Instructions on responding to an accidental spill shall be made
available to all employees a:d shall lx posted in visible iocations.
8. Employees and customers shall be educated on the proper use of fuel dispensers. Signs shall be posted in
accordance with the Unifortn Fire Code, including signs noting the location of pump shut-off switches.
"No Topping Off'signs shall also be posted. The automatic shutoff on the gas noule shall be checked
regularly to ensure that it works.
EXCEPTIONS
In industrial complexes or port facilities where very large mobile equipment is used such as log loaders, the fuel
island need not be covered. However, the pad must be designed in a manner that prevents the run•on of
stormwater from adjacent areas. The pnd must also be designed in a manner that allows the collection of all rain
that falls on the pad.
See BMP S I.30 for information or the transfer of fuels from a tanker to the storage tanks and BMP S 1.40
regarding the installation of the tanks.
4-2.2.2 BMP 51.15 DISPOSAL OF OIL FILTERS AND OTHER AUTOMOTIVE PRODUCTS
Oil filters must be drained while the oil is warm for as long as possible(24 hours minimum)and at an angle. The
oil shall be collected for recycling in a separate, labeled container. Drained filters should be kept in a suitable
4-2-6 .
r '
