The <br /> proposed Tsao apartment project is to be located on the west side <br /> of Evergreen Way across from this proposed warehouse project. <br /> DRIVEWAY TRAFFIC OPERATIONS <br /> The existing two way left turn lane in the center of <br /> Evergreen Way will allow the proposed driveway to function <br /> acceptably. The existinq two way left turn lane extends well <br /> beyond the proposed driveway location in both directions. Left <br /> turn traffic will be able to safely wait in the lane to turn into <br /> the driveway, Left turns from the site will be able to turn into <br /> the two-way left turn lane, then merqe into the southbound <br /> traffic stream, This two part maneuver facilitates left turns by <br /> allowing left turninq motorists to use gaps in only one direction <br /> of highway traffic at a time. The existinq two way left turn <br /> lane is under-utilized due to the vacant land presently existing <br /> along this section of Everqreen Way. Left turning traffic at the <br /> proposed driveway will allow the two way left turn lane to serve <br /> the purpose for which it is intended. <br /> The left turn traffic movement exitinq the driveway is the <br /> traffic movement which will experience the worst level of <br /> service. During the 1990 AM peak hour, both the left turn into <br /> the two way left turn lane and the merge into the southbound <br /> through traffic will operate at LOS C. For the 1990 PM peak hour <br /> the calculated LOS for the left turn into the two way left turn <br /> lane is LOS E, and for the merge into the southbound throuqh lane <br /> it is LOS D. These levels of service are acceptable for a low to <br /> moderate volume driveway during the peak hours. The 1985 Hiqhway <br /> Capacity Manual methodology used for the LOS calculations does <br /> not considez the effect of traffic signals, which may create <br /> longer qaps i� the major street traffic stream. The existinq <br /> signals on SR 99 at 112th St. S.W. und at Everett Mall Way create <br /> gaps which may provide for somewhat better operation than the LOS <br /> calculation would indicate. The LOS calculation computer <br /> printouts are attached. <br /> DRIVEWAY DESIGN RECOMMENDATIONS <br /> 1 . If possible, the proposed driveway should be realigned to <br /> interaect Fverqreen Way at an angle of at least BO degrees, <br /> and preferably 90 degrees. This will facilitate turns to <br /> and from the north, particularly large trucks turning rigtit <br />
