A National Pollutant Discharge Elimination System (NPDES) permit, administered by the <br />Washington State Department of Ecology, will probably be required for clearing and <br />grading activities on this site due to its size (more than 5 acres). <br />3. A permit will be required from the Puget Sound Air Pollution Control Agency for <br />demolition of any buildings containing asbestos. <br />4. A U.S. Army Corps of Engineers permit is required for this project. The applicantlowner <br />is responsible for obtaining all necessary permits. <br />S. A Section 401 Water Quality Certification may be required from the Washington <br />Department of Ecology for placement of fill in wetlands. <br />6. A Forest Practices Permit may be required from the Department of Natural Resources. <br />Mukilteo Water District provides water and sewer service to this site. The District must <br />approve the design plans for the water and sewer system. <br />MITIGATION OF ADVERSE IMPACTS BY SEPA <br />1. Prior to issuance of building permits, the Applicant must pay a mitigation fee of $77,450 <br />to the City of Everett per the Interim Traffic Mitigation Ordinance No. 1670-89, as <br />amended. (SEPA Transportation Policies) <br />2. The fee for impacts to the state highway systems is $39,906.30 which must be paid prior <br />to building permit issuance. (SEPA Transportation Policies) <br />3. The mitigation fee for impacts to Snohomish County roadways is $95,378.10, which must <br />be paid prior to building permit issuance. This fee is based upon "An Interlocal <br />Agreement between Snohomish County and the City of Everett to resolve Inter - <br />jurisdictional Issues relating to the 78.3 Acre Annexation proposed by 7PM Associates in <br />the vicinity of 112'I' Street SW and Highway 99." (SEPA Transportation Policies) <br />4. Each future development phase of the property prior to the boundary line adjustment will <br />be evaluated and mitigation will be required for impacts generated by the entire project. <br />(SEPA Transportation Policies) <br />5. Future phases will not be allowed direct access to Evergreen Way. Future connections to <br />the proposed access driveways should be established prior to finalization of the boundary <br />line adjustment. (SEPA Transportation Policies) <br />6. A bus pullout and two shelters on the West Side of Evergreen Way are required per City <br />Traffic Engineer approval. (SEPA Transportation Policies) <br />7. Rigb:-of-way is to be dedicated to the City for street purposes on the proposal's frontage <br />for the new bus shelters.
