The project and the access road to the site from Evergreen Way must be constructed so <br />that water flow from the north is not blocked, Previous activity on this site may have <br />affected the flow of water and created/exacerbated wet conditions on the existing <br />residential properties to the north near Evergreen Way. Any problems created by <br />previous activity on this site must be corrected during the construction of this project and <br />the access road. (SEPA Earth, Land and Shoreline Use Policies.) <br />10. A C-I zoned parcel lies to the north of Buildings A and C (Sallee property). This parcel <br />has frontage on Hollowdale Place. When this property was annexed to the City the <br />annexation proponent represented that the parcel would be developed with the adjacent <br />C-1 zoned properties, including the Camelot Apartments property, as a single <br />development. A condition was placed on the property to limit the use to single family <br />unless ingress/egress is from Evergreen Way. <br />The Camelot Apartments project results in the isolation of the lot from Evergreen Way. <br />Prior to issuance of Building Permits, the applicant must record an easement access to the <br />Sallee property through the Camelot site to Evergreen Way, or recognize that the property <br />will be developed with single family uses and limit building heights to 28 feet within 50 <br />feet of the property. Prior to issuance of Building Permits, the applicant must provide documentation that the <br />voluntary mitigation payment of $68,744.00 has been paid to the Mukilteo School <br />District per the attached agreement. (SEPA Public Services and Utilities Policies) <br />12. The following measures must be implemented per the Habitat Management Plan which <br />addressed endangered species issues. These measures mast be shown on the Public <br />Works and Wetland Mitigation plans submitted for permits: <br />For work within Welland Creation Areas A and B: <br />a. All work within the wetland creation areas must be limited to the period between <br />April 1 and October 1, unless further restricted by the City's Public Works <br />Department or the applicant's erosion control specialist. <br />b. Vehicle and/or equipment access to Wetland Creation Areas A and B shall be <br />limited to only those which are necessary, as determined by the Wetland <br />Biologist. <br />c. Spoils from the excavation will be disposed of either on -site or off -site in a pre - <br />approved location, and will not be placed in the channel. <br />d. Project sequencing will be utilized to assure minimal impacts, and sites will be re- <br />seeded immediately upon completion of excavation to prevent erosion. <br />e. A wetlands professional shall periodically inspect the excavation of the wetlands <br />and channel and revegetation activities to assure that they are being conducted <br />properly. <br />£ The project must fully comply with the Temporary Erosion and Sediment Control <br />(TESC) Plan to be prepared by the Site Engineer that applies to all construction on <br />this site. <br />RE'CENED FROM 4252578742 9.25.1999 7148 P. 5 <br />
