------------- 119 . O't< <br />Short Term Effects of Construction on Entire Site. <br />a. Temporary sedimentation ponds must be designed to be 150% of the size required <br />by the City of Everett standards in order to provide an additional level of erosion <br />control. <br />b. An erosion control specialist must make weekly visits to the site during <br />construction during the rainy season and after any significant rainfall event <br />(greater than or equal to .10 inch in 24 hours). The specialist must monitor <br />progress and assure that all applicable BMPs are being fully complied with. <br />(SEPA Water, Plant and Animal, and Land and Shoreline Use Policies) <br />13. The following measures which were recommended in the CPTED reports and are <br />currently proposed by the applicant must be provided: <br />The rear elevations of the buildings must have windows that overlook the adja.ent <br />environmentally sensitive areas and open spaces. <br />• Access and sight lines to the elevators must be provided through the load bearing wall <br />in each parking garage. <br />Lighting of entrances, parking areas, pedestrian and recreation facilities must be <br />provided. A photometric plan consistent with the CPTED recor=cndations and <br />signed by a lighting engineer must be provided with the building permit application. <br />The plan must include a maintenance plan/schedule for light replacement. The plan <br />must be coordinated with the landscape plan to ensure that landscaping does not <br />interfere with lighting standards. <br />• A signage plan consistent with CPTED recommendations (including signs directing <br />visitors to appropriate entrances) must be submitted with the building permit <br />application and approved prior to issuance of building permits. <br />• Prominent building entrances must be provided as proposed. <br />Building and Parking Access - Gated access to the parking structures must be <br />provided. Main lobby doors may remain open during daylight hours, but other doors <br />must be locked, with access to tenants via key, card reader or other method of access <br />control. A procedural security plan must be provided prior to issuance of Certificates <br />of Occupancy to address such issues as who locks doors and security maintenance <br />concerns. <br />A plan for providing Police and Fire access to buildings and parking areas must be <br />provided with the building permit application. Separate Knox boxes must bq <br />provided for Polico and Fire Department access. <br />• A parking management plan consistent with the CPTED recommendations must be <br />submitted to the City for review and approval prior to issuance of building permits. <br />Accessiblo parking must be closer to the elevators. <br />• The vacant portion of the site fronting on Evergreen Way (Phase 11) must be cleared, <br />graded, and hydroseeded with a seed mixture acceptable to Public Works and the w <br />a e <br />RECEIVED FROM 4252570742 8.25.1999• 7149 P. 6 <br />
