The existing structures on the site meet current setback requirements. A redesign and <br />r reconstruction of the parking areas for the bowling facility on lot 1 will be completed <br />1 prior to final approval. Landscaping for the new bowling parking area and frontage <br />landscaping for the existing auto sales lot on lot 2 will be provided prior to final <br />approval. A detailed landscaping plan which shows planting types, sizes and <br />locations in addition to any required on -site water treatment/detention facilities must <br />be approved by the City prior to installation of the required landscaping. <br />E. Natural Environment - Evaluation of the impacts and provision for mitigation of all <br />impacts on all elements of the natural environment including topography, vegetation, <br />soils, geology and all environmental issues as defined in the State Environmental <br />Policy Act, WAC 197.11 and Section 18.24 of the Subdivision Code. <br />Finding: A previous SEPA review was conducted for the proposal and a Revised <br />Mitigated Determination of Non -Significance (a87-90) issued on January 15, 1992. <br />The subject property has some small wetland areas located on proposed lot 3 as well <br />as some drainage ways. An environmental assessment of these areas was performed <br />by Shockey/Brent Associates and by the City's Planning Department which concluded <br />that these features are non -regulated under Section 37 of the City's Zoning Code. <br />Any new development of lot 2 or 3 will be subject to new application for SEPA <br />review. <br />Conclusion: No significant adverse impacts on the natural environment are <br />anticipated as a result of the proposed short subdivision. No new mitigation of <br />adverse impacts by SEPA conditions are being required for the proposal. Compliance <br />with all applicable mitigation of adverse impacts by SEPA conditions of SEPA <br />MDNS k87-90 are required. <br />F. Drainage - Evaluation of all drainage impacts and provisions made for mitigation of <br />all drainage impacts as defined in the City's Comprehensive Drainage Ordinance and <br />Section 18.24 of the Subdivision Code. <br />Finding: The subject property is located in the Swamp Creek Drainage Basin. <br />Detention of stormwater runoff from lot 1 is required per City standards to control the <br />additional runoff which will result from the improvements on lot 1. <br />Stormwater runoff from the additional pavement on lot 1 must be treated in <br />accordance with current City standards, prior to discharge of the stormwater from the <br />site or to a stream or wetland. The meet the City's redevelopment standards, the <br />stromwater treatment facilities must also be designed and sized to receive runoff from <br />as much of the existing pavement on lot 1 as is practically achievable, or a separate <br />sysk:m, such as a biofiltration swale, can be located and designed to receive runoff <br />from existing areas. <br />The preferred options for stromwater treatment are: 1) an infiltration basin, if suitable <br />soils exist on the site; 2) a wetpond; 3) or a constructed wetland. <br />All stormwater facilities must be designed in accordance with City standards. If non <br />of the above stormwater treatment options are feasible, in the opinion of the City's <br />Public Works Department, a biofiltration swale per City standards will be required to <br />treat stormwater runoff. <br />
