A 40' easement for lots 1 and 2 is proposed for access off of Evergreen Way. This <br />easement area may not be included in the lot area for lot 2. <br />Conclusion: The City Public Works Department is requiring full standard half street <br />improvements to the property's frontage along Holly Drive per City standards or in <br />lieu of these improvements the applicant may elect to pay into the area wide <br />pedestrian fund. <br />The 40' easement drive from Evergreen Way for lots 1 and 2 must provide for access <br />and utilities. <br />Flood Plain - Identification of short subdivision proposed in the Flood Plain and <br />compliance with requirements of this ordinance and Ordinance No. 537-78 amended. <br />Finding: The subject property is located in Zone "X" as shown by the National <br />Flood Insurance Program Map for the City of Everett. Zone X refers to those <br />properties outside the extent of the 500 year flood. <br />Conclusion: Flood plain requirements do not apply. <br />NOW, THEREFORE, the City of Everett hereby GRANTS PRELINIINARY <br />APPROVAL of Short Subdivision #17-97 with the following conditions: <br />1. Lot design/configuration for this short subdivision shall be as shown on the approver' <br />Preliminary Short Plat map on file with the Planning Department. Any changes in <br />the design/configuration of the lots or access will require approval by both the P, tic <br />Works and Planning Departments. <br />Detailed drawings in accordance with City Design and Construction Standards , .,Jl <br />be submitted to the Public Works Department showing parking layout, landscaping, <br />utilities, storm drainage, temporary construction erosion control, and all required <br />improvements in the public right-of-way. Public Works Department approval of these <br />drawings is required prior to any permits being issued. All improvements shall be <br />completed, approved and warranted before final approval. <br />3. Full standard half street improvements are required to Holly Drive per City Standards <br />or in lieu of these improvements the applicant may elect to pay into the area wide <br />pedestrian fund prior to final approval. <br />4. A 40' easement for access and utilities for lots 1 and 2 must be provided. <br />5. Prior to final approval, the Applicant must provide a document, acceptable to the <br />City, which sets forth the method and responsibility for maintenance of the access and <br />utility easement. The easement agreement must provide for perpetual access to the <br />lots for ingress, egress, and the installation of all utilities including telephone, <br />television cable, gas, water, sewer, and drainage. The easement agreement must also <br />provide for repair and maintenance of those utilities together with the right of ingress <br />and egress for such purposes. The easement agreement is a restriction/covenant and <br />may not be changed without authorization by the City of Everett. <br />6. Detention of stormwater runoff from lot I is required per City standards to control the <br />additional runoff which will result from the improvements on lot 1. <br />
