�- � <br />(c) The impact of traffic generated by the proposed use on the surrounding <br />area, pedestrian circulation and public safety; and ability of the proponent to <br />mitigate such potential impacts. <br />(d) The provision of adequate off-street parking, on-site circulation, and site <br />access. <br />(e) Compatibility of proposed structures and improvements with surrounding <br />properties, including the size, height, location, setback and arrangement of all <br />proposed buildings an� facilities, especially as they relate to light and shadow <br />impacts on more sensitive land uses and less i�tensive zones. <br />(f) The number, aize, a,d location of signs, especially as they relate to more <br />sensitive land uses. <br />(g) The landscaping, buffering, and screening of buildings, parking, loading <br />and storage areas, especially as they relate to more sensitive land uses. <br />(h) The generation of nuisance irritants such as noise, smoke, dust, odor, <br />glare, visual blight, or other undesirable impacts. <br />(i) Consistency with the goals and policies of the Everett General Plan for the <br />area and land use designation which the property is located. <br />Q) Compliance with the provisions of this ordinance and other City, State, <br />and Federal regulations. <br />(k) Accessibiliiy to public transit and traffic reduction measures proposed by <br />the Applicant to reduce dependence of the proposed use on the automobile. <br />5. The Applicant is a wireless communication company that provides <br />cor�munication services throughout Washington, including the City of Everett. <br />Part of the communication system includes telephone calls. Currently, the <br />Applicant's customers experience dro�ped calls, poor quality, or busy signals. <br />As a result, the Applicant has proposed to increase the coverage and capacity <br />within the City of Everett. The proposed facility will be used as part of this <br />communication improvement. In addition, it will provide access for hundreds of <br />police, fire, and other public safety agencies. The proposed facility serves a <br />public need in the general area, the neighborhood, district, and the City of <br />Everett. (exhibit 1, Siddiq testimony) <br />Access to the site will te off Evergreen Way (the subject property is located <br />within the Evergreen Way right-of-way). The streets are adequate for this <br />service. Electricity and utility services are provided on-site. (exhibit 1, Siddiq <br />testimony) <br />
