2. <br />3. <br />ATTACHMENT "A" <br />The proposed project must meet the goals, policies, and regulations of the City of <br />Everett Shoreline Master Program. <br />The proposed p�oject wi�l be required to meet existing regulations regarding air and <br />water quality. <br />The Department of Fisheries must grarrt a Hydraulic Project Approval prior to any <br />activity below the ordinary high water mark. <br />4. The Army Corps of En ineers must issue a �e�ion 10 Permit prior to any in-water <br />work activity. W�� ���,�, the ordinary high wa;sr mark wi11 not be allowed during <br />the "fish windovw' whenjuvenile salmonids are migia±ing down river. <br />5. All stornnvater improvements must meet or exceed City standards. <br />6. The Applicarrt must develop operational procedures to addresspoterrtial spills of <br />�- mu�st be rev�i �Sewe�d��and approved b�h Puti c Works Department pn"orpo i�s uance <br />of Building Permits for the project. <br />7. All chemicals or products of a hazardous or toxic nature must be stored under cover <br />and isolated from tr,e storm drainage system. <br />8. The landscaping of the entire site operated by the Port of Everett, nemely �ier 1, <br />shall be required. A detailed landscaping plan shali be reviewed snd approved by <br />the City. The warehouse need not have a separate landscaping plan. <br />9• The Applicant must prepare a landscaping plan addre�sin stabilizetion ot any <br />exposed soils caused by construction activities and s�ecif�c improveme;its requir'ed <br />Condition #S above. TFiis plan must be approved by the Plannin� De�.�artment prior <br />to issuance of any grading permits. <br />10. The Port has ccmmitted to providing 296 of the total project cost to irstall public <br />access improvements at the boat launch site or another City approvec: location.. <br />Although the provision for public access to the wetertront is a key element of <br />Shoreline Management regulations, the industrial use proposed fcr the site would <br />not lend itself ta recreational or public use of this portion of tiie waterfront. The <br />proposed off-site improvements would enhance recreational acxess to the <br />shoreline. <br />
