The variance is necessary because the lot and adjoining lota are <br />all very small, 25 feet in width, and Federal Ave. hae not bee¢ <br />fully developed so as to provide any on-street parking. Also, <br />the sharp drop of the rear-moet portion of the lot makea the <br />slope to the alley preaently unusable. The cunent garage, which <br />has been in existence for over SO years, was originally <br />conetructed based on setbacks which appear to have bee¢ different <br />than current sethack requirements. To make the garage fully <br />useable requirea an increase in depth with a continuatio¢ of the <br />same aide yard setbacks that presently exiet. <br />c. The variance will only grant the aubject property the eame <br />general rights enjoyed by other properties in the eame aren and <br />zone. Buildings on the properties adjacent to the applicant'e <br />lot do not meet current zoning aetbacka, and a house two lots <br />northeast of the subject property appeara to be conatructed <br />Within 1 foot of ite aide lot line and on the alley line. All of <br />the buildings near subject property appear to be over 60 yeara <br />old, some of xhich have been remodeled or reconstructed. <br />d. The variance is the minimum necessary to allow the aubject <br />property the general rights deecribed Sn Subsection C of this <br />paragraph. The nature of the lota and existing buildings on thie <br />block are all very old atructures which were built on very narrow <br />lots under different zoning requirements from thoae currently in <br />existence. The variance will enhance tiie surrounding properties <br />as explained above. <br />e. The granting of [he variance is nat inconeistent with the goals <br />and policies oE the Everett Ceneral Plan, including Sec[ion 5, <br />Single Family Detached. The applicant's use of the property is <br />economically viable and ahould be allowed to continue. Applicaat <br />ia going through the public proceas to expand the esiating garage <br />to accommodate modern sized vehicles. <br />f. The need for the variance is not the reaul[ of a aelf-created <br />hardship. The exieting garage was constructed in ite present <br />eize and location over 50 years ago. Increased vehicle sizea now <br />make it difficult to use the garage without more depth to the <br />garage. S1nce there is no o¢-atreet parking in this area of <br />Federal Avenue and parking on the parking strip and sidexalk is <br />unsightly and may be illegal, the need for off-atreet parking is <br />acute.
