INDINGS OF FACT 1. In 1979 the Applicant requested a Special Property Use Permit to allow for the expansion of the Luther Child Center facilities on property located west of Federal, north of 46th Street, in the City of Everett, Washington, and more part'.cuiarly described as set forth in the introduction. 21 After applying for the Special Property Use Permit, a hearing was held be- fore the Planning Comrt:ission, City of Everett, Washington, on February 13, 1980. At that meeting, the Planning Commission voted to recommend approv- al of the Special Use Permit subject to conditions as set forth by the Planning Department Staff and conditions adopted at the Planning, Commission meetings. 3. Following the Planning Commission approval, the City Council of the City of Everett, Washington, on February 27, 1980, granted the Special Property Use Permit for the Applicant subject to the conditions listed in the resolu- tion of approval. A copy of the Special Property Use Permit with the con- ditions is hereby attached to these findings and by this reference is in- corporated as part of these findings. 4. After approval of the Special Property Use Permit, the Applicant construct- ed, or expanded, facilities on the project site and installed parking, and
