In 1979 the Applicant requested a Special Property Use Permit to allow for <br />the expansion of the Luther Child Center facilities on property located <br />west of Federal, north of 46th Street, in the City of Everett, Washington, <br />and more part'.cuiarly described as set forth in the introduction. <br />21 After applying for the Special Property Use Permit, a hearing was held be- <br />fore the Planning Comrt:ission, City of Everett, Washington, on February 13, <br />1980. At that meeting, the Planning Commission voted to recommend approv- <br />al of the Special Use Permit subject to conditions as set forth by the <br />Planning Department Staff and conditions adopted at the Planning, Commission <br />meetings. <br />3. Following the Planning Commission approval, the City Council of the City of <br />Everett, Washington, on February 27, 1980, granted the Special Property Use <br />Permit for the Applicant subject to the conditions listed in the resolu- <br />tion of approval. A copy of the Special Property Use Permit with the con- <br />ditions is hereby attached to these findings and by this reference is in- <br />corporated as part of these findings. <br />4. After approval of the Special Property Use Permit, the Applicant construct- <br />ed, or expanded, facilities on the project site and installed parking, and <br />
