FINDINGS OF FACT 1. In 1979 the Applicant requested a Special Property Use Permit to allow for the expansion of the Luther Child Center facilities on property located west of Federal, north of 46th Street, in the City of Everett, Washington, and more particularly described as set forth in the introduction. 2.
