The public's use oCthe alley meets the "tcst ottime" lo bc considemd as a"public alley" <br /> and therefore this propeRy must be dedicated to the City of Everett. Parking along the west side of <br /> the alley must not encroach into Qie existing paved arca. <br /> 12. A pedestrian circulation system for thc site must Ue �nproved by the Plamiing Director and Traffic <br /> Enginecr prior to the issuance of any building permi� .. Walkways must allow pedestrians and <br /> wheelchairs to gain easy access from sidewalks and bus stops to building entrances through the use of <br /> paths�vhich are physically separated from vehicle traffic and maneuvering areas. (See the city's <br /> Design and Construction Standards and Specifications Manual and Section 39.165 of the Zoning <br /> Code.) <br /> 13. Placement and screening of refuse disposal arcas must be provided per Section 39.080 of the "Loning <br /> Code as follows: � <br /> a. Garbage receptacles, dumpsters, and recycle bins shall be provided in all multiplc family, <br /> commercial, industrial, and institutional developmcnts and shall not bc located in a rcquircd <br /> front yard setback area, or street side setback area for comcr lots. Where an alley abuts a lot, <br /> the garbage receptacles, dumpster, or recycle bin shall be located adjacent to tlie alley. <br /> b. All garbage dumpsters and recycle bins must be screened from view from the strcet and Gom <br /> adjacent properties. This screening may Ue donc using dense vegetation cr by placing thc <br /> dumpster or recycle bin in a structural enclosure. Note: the trash and recycle area should <br /> be moved to a more central location �vhere it will be accessible. <br /> c. For specifics on design of reCuse and recycling facilities, contact Rubatino RcCuse Removal, <br /> Inc. at 259-0044 for areas gencrally north of 1 l2th Street. For areas east of I-5 from Valley • <br /> View south, contact Waste Management Northwcst, Inc. at 337-1197. <br /> 1�. My rackeries or retaining walls proposed in required setback areas must be in conformance with <br /> Section 39.150 of the Zoning Code. <br /> 15. RooRop mechanical equipment, including vents, must be scrcened per Section 39.040 of the Zoning <br /> Code. <br /> 1 G. Landscaping must be provided per Section 35 of the Zoning Code. At a minimum this must include <br /> die following: <br /> a. Landscaping of excess strr,et right of way must be provided to Type III standard. <br /> b. A minimum of 420 square fect of landscaping shall Ue provided in the interior of thc parking <br /> lot for the 24 parking stalls. Landscape areas must be planted and located per Section <br /> 35.080.E of the Zoning Code. <br /> c.
