The site is included in the adopted Shoreline Public Access Plan of the City of <br /> Everett. (see exhibit 12) The access proposed with Ihis project, as well as the <br /> entire development, is consistent with lhe Public Access Plan and indudes <br /> continuous access atong the shoreline and along West Marine View Drive <br /> frontage. li also provides pedestrian linkages that connect the southern and <br /> northerr. esplanades throughoul the interior of lhe development. The primary <br /> goai of ESMP, Section 3.7-Pulbic Access Element, is to"achieve safe, <br /> convenient, and diversifled access for the public io lhe shorelines of Everett". <br /> Part of the review requires identificalion of public accesses. The Applicant <br /> proposed construction of an amphitheater/plaza and an espianade. Compliance <br /> with the Development Agreement and conditions of appraval would ensure lhat <br /> placemenl and design of structures would be lhe leasl detrimental to the <br /> shoreline views. The plaza would be approximately 200 feet wide, extending east <br /> from the pedestrian esplanade, and would provide informal sealing with <br /> capability for temporary sealing during evenls. The plaza would be landscaped <br /> with trees, shrubs, and a grassy area to provide addifional seating and would <br /> -indude water features, viewing areas, and bench seating.
