Johnson <br /> July 1. 1992 <br /> Page 3 <br /> to residentially zoned property, and the 79th Avenue SE frontage, I� <br /> which is designaced as a "gateway corridor' to the city. <br /> SEPA MDNS #71-87, which reviewed development on site A3, <br /> requires one parking space for every two-hundred f2001 square teet <br /> of huilding area. The existing bingo parlor and day care center building <br /> is 21,426 square feet. Thus a total of 108 parking s�aces must be <br /> provided for the exclusive use of this building. The 1:200 square foot ❑ <br /> ratio parking standard was applicable when the site was to be used for <br /> a shopping center. An isolated bingo parlor would require one parking <br /> space for each 700 gross squere feet of building per the 7956 toning <br /> Code. Therefore, 215 parking spaces must be reserved for the bingo <br /> parlor. These should be so marked as off-limits to the park and ride <br /> users. <br /> b. A portion of Site 1 is zo�ed B-1, Neighborhoad Shopping Znna. <br /> Parking facilities are not permitted uses in the B-1 zone. The site is <br /> designated 4.2: Highway Commercial on the City's General Plan Map. <br /> The site should be rezoned to allow the park and ride use on the <br /> property. <br /> c. Site 3 is zoned C-1. Park and ride lots are a permitted use in [he C-1 <br /> zone. <br /> Perimeter landscaping is required per Landscape Category B which <br /> consists of the following: <br /> 1. 10 feet of Type III landscaping along the Broadway Avenue ❑ <br /> frontage. The site should be redesigned to provide adequate <br /> room for this landscaping between the Broadway Avenue right- <br /> of-way and the detantion pond and wetland. <br /> 2. 15 feet of Type II landscaping or 10 feet of Type I Iandscaping <br /> along the north property line, where the property abuts single <br /> family zoned property. <br /> 3. 5 feet of Type III landscaping along the south property tine, <br /> where the property abuts commercially zoned property. <br /> 4. All excess public right-of-way along the Broadway fron[age <br /> shall also be landscapad to Type III standerds. <br /> 5. Section 35.090 of the Zoning Code requires that a landscape <br /> strip a minimum of 10 feet wide be provided along the entire <br /> east property line where the prapetty abuts 1-5. This area shall <br /> be planted with Type II landscaping. <br />
