7. The subject property is unique in that it is completely surrounded by right-of-way. <br /> To the north is an alley, while to the east is Fulton Street and to the west is Baker <br /> Avenue. The subject property fronts Everett Avenue on the south. <br /> 8. The City of Everett Public Works Department has reviewed the proposal for <br /> potential adverse impacts on traffic and public safety. Although the Department <br /> identified sidewalk repairs needed for the subject property's frontage along Everett <br /> and Baker Avenues, it did not identify any other impacts, or, submit mitigation <br /> measures. The Department has included the repair of the sidewalks as a condition <br /> of approval. <br /> 9. CuRently on-site there are 23 parking stalls. The parking lot in the rear of the <br /> property, adjacent to the alley, is paved with asphalt and consists of 23 parking <br /> stalls. In the City of Everett, parking standards are established for office uses in an <br /> R-4 zone and include a minimum of one parking stall for each 400 square feet of <br /> area of the structure. With the resulting 5,040 square foot structure, the minimum <br /> parking standard for the subject property will be 14 parking stalls. The parking <br /> standards are satisfied. <br /> 10. During ocassions when there is need for parking, i.e., union meetings, the Applicant <br /> has secured approval from the church across the street on Fulton Avenue. The <br /> Applicant cen use the parking available at the church for any overflow purposes. <br /> 11. In reviewing the proposed application, the City did not receive any complaints with <br /> regard to the lack of parking. However, at the public hearing, a witness submitted <br /> that she lives approximately one block away from the existing structure and has <br /> experienced par{cing problems in her neighborhood. <br /> 12. The Applicant, in response to the public testimony stated that there are no parking <br /> problems in the area. Union meetings are held in the evening approximateiy once a <br /> month, and the Applicant was unaware of any parking problems occurring. The <br /> Applicant did not foresee increased parking activity. The City indicated that the <br /> parking that is proposed and the additional parking available across the street <br /> would adequately handle eny off-street parking problems. <br /> 13. EMC 19.35.030.B requires landscaping on-site when the value of the construction is <br /> greater than 35°� of the assessed value. The proposed improvement has been <br /> estimated to be approximately 97% of the assessed value of the existing structure. <br /> 'rhe Snohomish County Assessor records are the basis of the assessed value. <br /> Landscsping will be required. <br /> 14. The City submitfed that sorne additional screening should be provided on the site <br /> with the construction of a site obscuring enclosure of the refuge container on the <br /> rear of the site and the installation of additional landsceping. The specific location <br /> of the landsceping, as requested, was not identified. <br /> 3 <br />
