15. The existing facility provides a service to the general area by the location of union <br /> administrative o�ce to serve the needs of the members of the General Teamsters <br /> Local #38. <br /> 16. During construction there will be a generation of nuisances and irritants, including <br /> noise, smoke, dust, and other impacts, but after construction, these will cease. With <br /> the larger facility, there will be a need for an additional refuse container. However, <br /> the generation of nuisance irritants and other environmental impacts will not be <br /> significant. <br /> 17. The proposal is consistent with the Multi-Family High Density zoning dasignation as <br /> set forth in the Comprehensive Plan. Although the subject property is not used for <br /> multi-family and the Plan discourages commercial and office uses separate and <br /> independent of multiple-family development, the proposal is consistent with the <br /> development pattems and policies for this area. <br /> 18. The proposal is consistent with the environmentai policies of the City of Everett. it <br /> is not subject to SEPA review. <br /> 19. The proposal does comply with the Zoning Ordinance of the City. It is not in <br /> violation with any Federel or State regulations, and it is consistent with the <br /> development standards of the City of Everett. <br /> CONCLUSIONS <br /> 1. The Applicant requested approval of an expansion of a Non-Conforming Use Permit <br /> to allow a 1,008 square foot addition to an existing office building on the property <br /> located at 2601 Everett Avenue, Everett, Washington. The eddition, a new o�ce <br /> space in the existing structure, will be made to the non-conforming building. <br /> 2. The criteria for expansion of non-conforming uses are set forth in EMC 19.38.090. <br /> These criteria, which have been identified in the staff report, have been reviewed by <br /> the H�aring Examiner in his deliberations. The proposal is consistent with these <br /> criteria and satisfies them. The manner in which these criteria are satisfied have <br /> been addressed in the findings of this document which are adopted as support of <br /> this decision. <br /> 3. Beceuse the expansion will result in an addition that is greater than, or equal to, <br /> 35% of the assessed value, there shall be a need for landscaping of the subject <br /> property. The landscaping plan, as submitted by the Applicant, will adequately <br /> address this issue. <br /> 4. Adequate parking exists for the expansion of the facility. The parking on-site will <br /> satisfy the parking standards of the City of Everett. If there is a need for additional <br /> parking, t`Q church parking lot is available. <br /> 4 <br />
