and detailed porches. The applicant is proposing to construct a 10-unit apartment <br /> building on a corner lot. The subject property is irregular in shape, as a result of a <br /> boundary line adjustment completed in February 1998. The building design is such <br /> that the eaves of the building will project more than eighteen inches into the <br /> setbacks. The intent is to produce an interesting building shape that is accentuated <br /> by the roof overhangs, and which takes into account the irregularities of the site. <br /> Conciusion: The development of the propen;�should improve the aesthetic look of <br /> the neighborhood. The proposed structure will he in character with the architectural <br /> elements of the surrounding single-family residences. The enhanced street <br /> frontages should add to the street appeal of the site, and provide for an overall site <br /> improvement. <br /> 2. The positive characteristics of the proposed development and whether such <br /> charecteristics could be provi�ed by compliance wiih the development <br /> standards and/or design guidelines proposed to be modified. <br /> Findinp: The applicant is seeking a modification from the code requirement which <br /> limits the encroachment of eaves to eighteen inches within a required setback. The <br /> applicant is proposing for eaves to extend two feet into the east and north building <br /> setbacks, and variably up to three and a half feet into the southern setback. <br /> The modification of the setback requirement will allow for more prominent building <br /> variations along the street frontages as well as the interior property line. <br /> Conclusion: The proposed development will provide for all required infrastructure <br /> on site including parking, open space and iandscaping. All building setbacks will be <br /> maintained with the exception of the eaves, which will encroach into a portion of the <br /> setbacks. The proposed building design should compliment the architectural design <br /> of many of the homes within the neighborhood. <br /> 3. The arrengement of buildings and open spaces as they relate to other <br /> buildings a�d/or uses on the subject property and on surrounding properties. <br /> Findinq: Only one building is being proposed on site. The building will contain ten <br /> separate units, each capable of housing a family. The open space is proposed <br /> wilhin the northeast corner of the site. The open space area will be visually <br /> separated from the rest of the development through the use of short fencing or <br /> vegetation. It will also be improved with seating or passive recreation areas, to <br /> promote use by the residents of the development. <br /> Conclusion: The location of the building on site and the centrally located open <br /> space should improve the development of the site and provide for an overall <br /> aesthetic improvement to this prominent corner within the neighborhood. <br /> 4. Visual impact to surrounding properties caused by parking facilities in the <br /> proposed development and whether such impacts are less than wouid result <br /> from compliance with the development standards and/or design guidelines <br /> proposed to 6e modified. <br /> Findinq: Parking is required at a minimum of 2 stalls per residential unit. A total of <br /> 20 parking stalls will be provided on site, and all parking will be accessed from the <br /> alley. Screening will be provided on the north and east property lines to provide a <br /> buffer between the parking facility and the neighboring residential use. <br /> Conclusion: Required parking will be provided for on site and screening, including <br /> !� <br />
