FINAL DECLARATION OF NON-SIGNIFICANCE <br />""�• SEPA 4/ 22-83 (REVISED) <br />This Final Declaration of Nonsignificance shall expire one year from <br />date of issuance unless a completed building p�rmit application has <br />been submitted within that time. A reauest for a one year extens:un o: <br />this Final Detiaration of Nonsignificance may be made to the Planning <br />Director prior to the expiration date. <br />Descri tp ion of Pro,�eal: <br />The propoaed actica ie the approval of a binding site plan which would Create <br />three patcels and the issuance of grading and building permits to allow the <br />conatruction of an appcoximately 212,500 square foot shopping center. The <br />proponent also oc.ns an approximately 139,000 square foot (abutting) parcel <br />which exists aest of the P.U.D, right-of-�:ay. Conatruction is propoaed in <br />four phases a,� defined below: <br />Pt�ase I: An approximately 71,509 aquare Eoot food center =n , siiigle <br />building, with aseociated parking, Phase I incl�:des tWo <br />accesa pointa to EveretC Mall Way. <br />?hase II: An approximately 21,SQ0 Square foot drug atore and 35,000 <br />square foot home center building, with outdoor display area <br />of approximately 10,000 ^,quare feeL•. Four additional <br />buildings totaling approximately 54,000 square feet of <br />miscellaneous retaii shops and asaociated parking are <br />included in Phase II. This phase wi.li add an access point <br />to Everett Mall Way. �Adequate access for future uses <br />anticipated in Phase IV must be provided at this time <br />between the west property line of Phase II and Everett Mall <br />Way.) <br />?hase III: An approximately 21,200 square fort miscellaneous retsil <br />shops building. (Building must be set back, or a traffic <br />study provided,) <br />Phase IV: Approximately 75,000 square feet of Euture gross square <br />floor area is an[icipated on the 139,000 square fnot parcel <br />which exists west of the P.U.D. right-of-way. The number <br />of structures and specific uses are undetermined at this <br />time. All SEPA review requirements must b= complied with <br />when a specific development is proposed Eo.r this parcel. <br />However, access to this parcel for any future commercial or <br />high denaity residential uses must be provided via Everett <br />Mall Way and must be identified prior :c Phase II <br />development of the Bverett Mall Plaza project. <br />
