This Site lies <br />directly adjacent to North Creek: (within 150 feet) in the Lake <br />Washington drainage basin. North Creek is "under the gun" from <br />hater development pressure which has had a significant impact upon <br />quality. It is this issue of water <br />the most. quality that concerns us <br />The automotive center proposed for this 4.44 acre parcel will <br />house a car wash, tune-up center, and gas Station, in addition to <br />the existing tire center. Pollutants originating from these types <br />of businesses are phosphates, petroleum products (oil, gas, <br />transmission fluid, grease) and antifreeze. It is unclear- to us <br />how these pollutants will be addressed, given a substantial <br />stormwater runoff, and considering that 94% of site will be <br />covered with impervious site <br />evaluated. Before we can adequately <br />evaluate environmental impacts, a detailed drainage plan must be <br />In the DNS, on Site detention, a drainage Swale, an oil/water <br />separator, and an east lying detention site i=_ stated as a <br />requirement. However, without that drainage plan several points <br />remain unclear: <br />1) Will the on site detention be above or below ground? <br />2) Is there enough space on site for an above ground <br />detention pond and drainage Swale? <br />3) How will the pollutants in the runoff be removed <br />prior to entering North Creek? <br />4) How will glycol based antifreeze and <br />impurities_ be dealt with? phosphate <br />5) Will native wetland plants, such as cattails and <br />bulrush be used in the detention facilities. Will grass -lined <br />drainage swales be used for big -filtration of impurities-? <br />6) How will the detention facilities be maintained, by <br />whom, and how often^ <br />Snohomish County would like to review the detailed drainage plan, <br />when available, so so that the above concerns can be adequately <br />evaluated. Given the nature of the businesses and their proposed <br />location, it would be difficult to assure that North Creeks water <br />quality would not suffer-. Also, the Dept. of Game and Dept. of <br />Fisheries Should be contacted, as I'm sure they have relevant <br />concerns_ and recommendations. <br />cc: Dept, of Fisheries (Kurt Buchanan), Dept. of Game (Ted Muller) <br />
