*10. Permits must be obtained from the City of Everett Fire Department for
installation of the underground tanks and for the storage and
dispensing of Class I liquids. (SEPA Risk of Upset Policies)
*11. A fire extinguisher a minimum size of 2A-2OBC must be located within 75
feet of the pumps. An extinguisher located inside the building would
be in excess of this requirement and would not be acceptable. (SEPA
Risk of Upset Policies)
*12. An emergency pump shutoff must be located a minimum of 15 feet and a
maximum of 75 feet from the pumps. This must have a clearly labeled
switch and should be outside the building. (SEPA Risk of Upset
Policies)
f13. The City has adopted a pre-treatment program that contains standards
for discharge to the City's Sewer System. Detailed plans for the
proposed facilities must be reviewed to insure that the City's drainage
standards are met. No discharge from the car wash shall be permitted
to the City's surface water drainage system. The carwash 1s required
to have an approved back flow prevention device and plans must be
reviewed and approved by the City to prevent cross connections. (SEPA
Water and Utilities Policies)
•14. The site plan submitted shows legal descriptions for 4 separate
parcels. City Subdivision Ordinances require that if there is a lease
of land, a Binding Site Plan or Subdivision must be completed. If a
lease of land is to occur, a Binding Site Plan must be completed prior
to the issuance of any permits. (SEPA Other Policies)
The lead agency for this proposal has determined that it does not have a
probable sig;ificant adverse impact on the environment. An Environmental
Impact Statement is not required under RCW 43.21C.030(2)(c). This
determination assumes compliance with state law and City ordinances related to
general environmental protection including but not Limited to right-of-way
improvement requirements, drainage, etc. This decision was made after review
of a completed environmental checklist and other information on file with the
lead agency. This information is available to the public on request. This
Determination of Non -Significance is specifically conditioned on compliance
with the conditions attached hereto which are inutorporated by reference as if
fully set forth herein.
This DNS is issued under 197-11-340(2); the lead agency will not act on this
proposal for 15 days from the date below. Comments must be submitted by
May 27, 1967 or fifteen (15) days after the date shown on the notarized copy
of the notice of posting, whichever date is later.
Responsible Official: Dennis Derickson
Title: Planning Director
Address: City Ball, 3002 Wetmore, Everett, WA 98201
Date: May 8, 1/987
Signature: L .
