4. The existing tire manufacturing facility has an outdoor area where a <br />machine blows rubber bits into a container. This must be completely <br />enclosed or screened so that it is not visible and the rubber cannot <br />escape. (SEPA Aesthetics Policy) <br />MITIGATION REQUIRED BY E%ISTIBG CODES AND ORDINANCES <br />1. A fire hydrant is required within 200 driving feet but not closer than <br />50 feet of every structure per Ordinance 493-78. (SEPA Water, <br />Utilities, ai,d Public Services Policies) <br />2. 10 feet of right-of-way along 3rd Avenue and a radius at the <br />intersection is to be dedicated to the city for street purposes per <br />Ordinance 555. (SEPA Transportation/Circulation Policies) <br />3. Special charges for connection to the sewer system in accordance with <br />Ordinance 984-83 are applicable. The actual cost shall be computed by <br />the Building Division per the ordinance in effect at the time and <br />according to the information provided on the approved plans on the date <br />of permit issuance. (SEPA Utilities Policy) <br />4 <br />On -site detention is required; OR, in lieu of providing on -site <br />detention, payment to City Drainage Fund 340 is allowed. Preferably, <br />if the parcel immediately south is under the same ownership, as <br />easement for regional detention could be deeded to the City in lieu of <br />on -site detention or payment of Fund 340 fee. Only one driveway access off of Everett Mall Way and those accesses <br />shown on 3rd Avenue on the site plan dated 3/27/86 will be allowed for <br />this parcel. The northern most driveway on 3rd Avenue SE may be <br />limited to right turns only. (Ordinance 555 and SEPA <br />Transportation/Circulation Policies) <br />6. Parking must be provided in compliance with Zoning Code requirements. <br />The developer must sign a covenant to run with the title of the <br />property to ri:strict the uses to auto -related uses or parking must be <br />provided to shopping center standards. If the use is restricted to <br />auto related retail and ser,rices a minimum of 90 stalls must be <br />provided. Any future change in use will require a new review and <br />provision of parking to meet codes. (SEPA Transportation/Circulation <br />Policies) <br />7. A minimum of 5% of the parking area must be landscaped in compliance <br />with Section 19.40.050 of the Zoning Code and meet the standards listed <br />in Section 1.13 of the Standards and Specifications Manual. (SEPA <br />Light and Glare and Aesthetics Policies) <br />8 A landscape strip a minimum of 5 feet wide must be provided along the <br />entire 3rd Avenue S.E. and Everett Mall Way frontages, except for <br />driveways, in compliance with Section 19.40.050 of the Zoning Code. <br />This landscaping must meet the standards listed in Section 1.13 of the <br />Standards and Specifications Manual.
